Compliance Specialist:The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.Job Description:The incumbent will serve as an inter-agency consultant on compliance-related matters. This person will review to ensure compliance of Davis Bacon certified payrolls and customer Reasonable Accommodation requests. Oversee a property portfolio of at least 1,600 units. Will manage and monitor compliance reporting, investigate, follow-up and follow through on matters that may arise within the assigned portfolio. Perform site visits and participate in external agency audits to ensure program property compliance. Will perform quality control reviews to ensure Federal, State and Local program compliance for the Housing Resources, Resident Services and Property Management divisions. Will compile data/statistics, prepare reports, documents, and written correspondences. Provide recommendations for corrective action for Federal, State and Local housing programs. Provide recommendations for the development of new procedures. Provide quarterly training. Will perform other related duties as required.Responsibilities:Review to ensure complianceOversee a property portfolio of at least 1,600 unitsManage and monitor compliance reporting, investigate, follow-up and follow throughPerform site visitsPerform quality control reviews to ensure Federal, State and Local program compliance for the Housing Resources, Resident Services and Property Management divisionsPrepare reports in accordance with mandated deadlinesPerform other related duties as assignedMinimum QualificationsExperience:Four years' experience in federally subsidized affordable housing programs such as, but not limited to, Housing Choice Voucher, Tax Credit or other subsidized housing programs.Education:Requires a Bachelor's degree in Business Administration or related field.Must have or obtain the Low Income Housing Tax Credit ("LIHTC"), Housing Choice Voucher ("HCV"), Assisted Multifamily Housing Manager and HOME Certification Occupancy certifications within the probationary period, not to extend beyond one year.An equivalent combination of education and experience may be accepted.Knowledge, Skills & Abilities:Requires Bachelor's degree in Business Administration or related field, orFour years' experience in federally subsidized affordable housing programs such as, but not limited to, Housing Choice Voucher, Tax Credit or other subsidized housing programs.Must have or obtain the Low Income Housing Tax Credit ("LIHTC"), Housing Choice Voucher ("HCV"), Assisted Multifamily Housing Manager and HOME Certification Occupancy certifications within the probationary period, not to extend beyond one year.Must have knowledge of federal, state and local laws and regulations pertaining to subsidized housing;Must possess excellent oral and written communication skills;Ability to work independently and exercise good judgment;Must be accurate, detail oriented and have the ability to meet deadlines;Good interpersonal skills and the ability to interact with people of varied backgrounds.* Salary Range: Grade 21- Min: $62,964 / Mid: $83,130 / Max: $103,295 | Salary determined by departmental budget- Offer commensurate with experience
