Mass Casualty Decontamination (MCD) Power & Water Subject Matter Expertise (SME)

Responsibilities:

Shall assist military and government service personnel in the preparation and execution of the training/exercise events.

The Defense Chemical, Biological, Radiological, Nuclear (CBRN) Response Force (DCRF) Observer Controller/Trainer (OC/T) and Command and Control CBRN Response Element (C2CRE) OC/T Team requires exercise support service MCD Power & Water SME to enable DCRF and C2CRE A&B Technical Support Forces (TSF) training and evaluation mission capability within the team.

Planning and coordination may include unit or venue specific visits, including planning meetings and Site Surveys.

During the execution of DCRF TSF training exercises and evaluations, contractor support will focus on safe distribution of power, water, and decontamination solutions and safe collection of hazardous liquid wastes.

Planning and coordination may include the development of training Master Scenario Event Lists (MSEL) or other scripted training scenarios to develop TSF unit emergency response skills.

Qualifications:

Must have a working knowledge of water and hazardous liquid waste delivery, distribution, collection, and storage.

Must be familiar with the different means that bulk water is delivered to an operational footprint, for example: fire hydrants, fire service vehicles, commercial tankers, military vehicles, and bulk storage bladders.

Able to train units to identify different types of threads and plumbing connections found in both civilian and military equipment.

Able to train units how to move bulk water from the point of origin to pumps that increase pressure and decontamination heaters that increase temperature and inject decontamination solution.

Able to train units how to distribute water and decontamination solution through shower heads and on-demand spray wands inside a decontamination shelter.

Able to train units on the process of safely collecting hazardous liquid waste and then moving the waste to remotely located hazardous liquid waste containers.

Must understand how to safely generate and distribute electricity at both 240v and 120v.

Able to train units how to use military and civilian power generation equipment in order to deliver and distribute power safely throughout a decontamination site.

Able to explain power distribution based on amperage limitations placed on a circuit in order to prevent circuit overloading.

Able to train units on the proper grounding procedures in different geographical areas and soil conditions.

Able to assist units in site selection based on size requirements, ingress, egress, slope, grade, and other hazards in proposed operational footprint.

Possess experience and knowledge of working in this field as emergency responder and they shall be accredited by either the International Fire Service Accreditation Congress (IFSAC) or the National Board on Fire Service Professional Qualifications (Pro Board).

Be fully qualified in accordance with (IAW) Occupational Safety and Health Administration (OSHA) requirements, National Incident Management System (NIMS), and National Fire Protection Association (NFPA) 1670 training qualification standards.

Possess knowledge of current Army Tactics, Techniques and Procedures (TTPs), Training and Evaluation Outlines (T&EOs) and concept of employment operations for the specific mission being supported in order to train and evaluate TSF personnel in the same manner their TSF unit will respond to a CBRN incident.

Possess experience and knowledge of TSF chemical, medical, and search & rescue units and how they conform to Incident Command System concerning command & control, search & rescue, medical, mortuary affairs, mass casualty decontamination, and reconnaissance operations.

Possess Hazardous Material First Responder Operations Level certification.

Fort Custer, State Fire Colleges, local fire departments, Las Vegas, Pascagoula, Seattle, Birmingham, Charleston, Little Rock, or other locations selected for training.
