The Economic Research & Policy Department performs industry and economic research to provide insights into key policy issues, conducts economic analysis of EDC projects, and tracks economic trends for City Hall, policymakers, and the public as a whole. The team also supports NYCEDC in the evaluation of projects by setting up tools to estimate, assess, measure, and report on the impact of EDC’s projects. ERP advances high-impact thought leadership on inclusive and innovation-driven economic development.As a member of the Economic Research & Policy team, the Assistant Vice President will play a lead role in advancing and implementing an agency-wide measurement and evaluation framework, so that EDC has the timely, relevant, and accurate information needed to measure our impact through various lenses including both economic and equity-focused perspectives. This role will also collaborate with the Agency’s Director of Community Impact and the Equity team to refine and implement data tracking through an equity-focused lens.The ideal candidate will be a skilled project manager with experience in change management. The candidate will have experience and technical skill in both quantitative and qualitative data analysis and is skilled at sharing insights with non-technical stakeholders. The ideal candidate will also have experience working with diverse stakeholders across an organization and has experience in measuring equity outcomes in program evaluation. Additionally, the candidate should be a solutions-oriented problem solver, having the ability to identify key challenges, solve problems, and suggest novel approaches to gathering, organizing, and presenting data on the impact of EDC programs. The candidate should have experience in project management or program evaluation for a non-profit and/or government organization.Play a lead role in refining and implementing an agency-wide measurement and evaluation (M&E) framework. Tasks may include end-to-end project management, creating processes and toolkits for data collection, collaborating with other departments to identify and refine appropriate metrics, documenting best practices, and generating surveys for data collection.Collaborate with the EDC Director of Community Impact and the EDC Equity team to set equity-focused metrics to evaluate whether programs or initiatives address disparities in outcomes for different groups.Research and document impact evaluation frameworks of economic development tools to support program ideation.Collect and report on data related to Agency programs.Collaborate with EDC Compliance team on identifying metrics for inclusion in external reporting, and streamlining data collection processes around the agency related to external reporting. Work with EDC MIS team to establish a data infrastructure system for data collection, retrieval and storage.Create and deliver presentations to senior staff that effectively communicate key project findings and recommendations to various audiences (e.g., NYCEDC leadership, City Hall staff, partner agencies, external stakeholders, etc.)Collaborate with other members of the Economic Research & Policy team to maximize the value of the program data collected. Contribute to Economic Research & Policy research efforts.Proactively communicate project updates to manager and department leadership and agency stakeholders.Analyze economic data from a wide range of sources in response to requests from the department’s internal and external partners.Other duties as assigned.Requirements:5+ years of relevant work experience; Master’s degree in public policy, statistics, economics or similar may be substituted for one year of relevant work experience.Preference for work experience in project management, change management and program evaluation. Experience working with social equity concepts, and constructing and measuring social equity metrics preferred. Experience in local government, public policy, or economic development also valued.Proven ability in using database and presentation tools, including Excel, PowerPoint, and Word. Experience conducting data analysis in R or Stata preferred.Excellent ability to work with cross-functional teams, experience building consensus with internal stakeholders; demonstrated ability to resolve conflicts of interests and develop productive and trustworthy working relationships with external and internal parties.Demonstrated verbal and written communication skills, with a strategic and persuasive approach. Demonstrated ability to communicate findings visually and for non-technical audiences to achieve desired results.Strong attention to detail and quality management.Experience developing and mentoring junior-level staff preferred.Demonstrated enthusiasm for the mission of NYCEDC.New York City residence is required within 180 days of hire.Salary Range:
