Job Description
The New York City Campaign Finance Board manages New York City’s small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30-year history, and our updated flagship small donor democracy program is the centerpiece of this progress.We eliminate barriers to participation by providing access to the resources New Yorkers need to vote or run for office and amplify the voices of small donors with New York City’s small donor democracy program.We are dedicated to making New York City’s local democracy more open, transparent, and equitable. You would be working with a team that is mission-driven and committed to continuous improvement.The Office of People Operations delivers HR solutions to the agency as the liaison to external city government oversight for succession planning, payroll management, and policy implementation. The Deputy Director of Payroll & Timekeeping will report to the Chief People Officer and will be part of a dynamic, service-oriented team responsible for developing and executing human capital strategies and initiatives to support the agency.The Associate Director of Payroll, Timekeeping & Benefits will spearhead CFB’s payroll operations and functions including ensuring compensation and data accuracy, serve as the department’s Security Officer, provide assistance and training to staff, revise and recommend payroll best practices and policies, and supervise the People Operations Generalist.Responsibilities include, but are not limited to:
Payroll, Timekeeping & Benefits Operations
Serve as the agency’s main point of contact for payroll and timekeeping; handle all aspects of payroll administration (e.g. accurate and timely processing, direct deposits, employee-requested payroll deductions, process and prepare agency biweekly and supplemental agency payroll; troubleshoot discrepancies, prepare verifications, and other related inquiries) and coordinate with Chief People Officer for review and authorization.Manage the daily operations and functions of the payroll department, ensuring compliance with FISA OPA and DCAS regulations.Supervise the People Operations Specialist/Timekeeper.Process collective bargaining agreement increases (longevity differentials, service increments, and recurring increments, etc.) and MPOs for all union, original jurisdiction, and managerial employees; ensure employee pay rates and additions to gross are current and accurate.Review and coordinate all personnel actions including new hires or appointments, promotions, transfers, office and payroll title changes, data changes, and documented leave requests.In the absence of the Timekeeper, facilitate New Employee Orientation.Oversee the Payroll email inbox and respond to employees’ payroll inquiries.Prepare managerial lump sum payments (MLSP) for Comptroller audit.Process and monitor leave of absence including FMLA, PFL, PPL, LWOP, bereavement, jury duty, and excused absences, amongst other leaves; prepare leave memos and letters.Generate confidential reports from New York City Personnel databases including NYCAPS, CHRMS, PI, and PMS.Ensure employee beneficiaries and emergency contact information is updated in NYCAPS/ESS.Assist with benefits enrollment, open enrollment, and benefits-related inquiries.Perform staff transfers utilizing NYCAPS, PMS, and CITYTIME as needed.Perform CityTime entries including approver and schedule changes, overtime approvals, second-level approvals, and manual entries.Additional duties as assigned.Compliance
Monitor and ensure accuracy of employee leave accruals and usage; ensure leave documentation (sick, bereavement, etc.) is received and filed.Monitor agency weekly timesheets for completeness and track time usage and accruals for all employees.Monitor leave balances and ensure employees adhere to the excess leave policy; notify employees of excess leave balances and convert excess time as necessary.Review payroll reports such as the 160, 161, 700, and 320 and check to check reports regularly.Monitor overtime and compensatory usage and balances.Liaise with FISA OPA, DCAS, NYCAPS Central, and OLR regarding payroll and timekeeping issues; perform routine payroll audits and submit tickets to NYCAPS for corrections, if necessary.Maintain an accurate and secure accounting of employee records with the highest degree of confidentiality.Promote HR policies, programs, and initiatives; recommend payroll best practices and policy recommendations to ensure the agency remains compliant with City regulations.Perform pay audits to determine under/overpayments and take corrective actions as necessary, including issuing pay, draft overpayment letters, enter overpayment deductions, and complete stop/reversal payments.Process Workers' Compensation transactions; review and research payroll and personnel information, prepare appropriate forms and memos; liaise with the Office of Labor Relations.Ensure the employee handbook with updated payroll and time and leave policies; facilitate routine training for the agency on payroll-related topics.Prepare visuals, and training guides, and facilitate payroll-related training for the agency.Additional duties as assigned.ESSENTIAL KNOWLEDGE, SKILLS, ABILITIES & OTHER BEHAVIORS (KSAOs)
