DESCRIPTION:
The Capture Manager-Language is fully responsible for all aspects of the business development life cycle from opportunity creation/identification through teammate negotiations including qualification and pursuit. He/she will identify, create and deliver highly complex DoD/IC and other federal opportunities that are in line with the Growth Team's goals and objectives. Emphasis is placed primarily on the language market but could extend to the intelligence, professional services, training, and technical services markets along with the ability to quickly come up to speed in any new areas of focus.
OBJECTIVE:
Manages all aspects of an opportunity development including interaction with adjacent departments within MEG and external consultants. Identifies opportunities prior to their release for bid, creates opportunity summaries, plans for pursuit, potential teammate rosters and decision slides for a bid/no bid discussions.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Create/identify emerging opportunities in target spaces
Understand customer requirements and hot buttons, and be able to align them with MEG capabilities and offerings
Steer pursuits from early-stage qualification, through capture and proposal, to final award, in accordance with MEG's Gate Review Process
Build and sustain large, diverse teams of subcontractors and other partners
Build relationships with large and small business partners to win work, both new and recompete opportunities
Read and understand USG RFPs and other acquisition-related documents
Develop and implement comprehensive Capture/Business Development plans, technical and management approaches, win strategies, discriminators, and approaches to competitive positioning
Direct the development of pricing strategies, cost targets, price-to-win activities, and cost modeling.
Participate in capture/proposal team strategy meetings in a high-OPTEMPO environment, to include management, technical, past performance, and cost/price elements.
Ensure adherence to MEG's opportunity, Gate Review and other business life-cycle processes, SOPs and methodologies
Develop, maintain, and brief Gate Review decision documents and other internal reviews with supporting rationale, to include milestones, metrics, and budgets
Work with MEG operational Program Managers to communicate bid strategies and shape data collection that facilitates the capture development between the operations and proposal teams
Work with MEG operational Program Managers to shape interaction with USG customers, acquisition and management influencers and decision makers
Inspire the team to create compelling, compliant, and thorough deliverable proposal responses to meet or exceed customer requirements and win business
Perform other duties as assigned
JOB SPECIFICATIONS:
Must be able to work a flexible schedule (weeknights/weekends) to meet company demands as needed.
The position does offer hybrid working schedule, but this position requires the candidate to be local for in-person interaction and customer support.
MINIMUM REQUIREMENTS:
Bachelor's Degree and 10+ years of hands-on BD/capture/proposal experience required
Thorough understanding of USG/DoD/IC and other USG Agency acquisition processes, FAR, DFAR, IDIQs, GWACs
Demonstrated experience capturing business with DoD and IC customers
Thorough understanding of the competitive landscape
Expert communication and writing skills
Expert opportunity strategy and negotiation skills
Superior business etiquette
Proficiency with Microsoft Windows-based applications including Word, Excel, Outlook, PowerPoint, Project, and Adobe Acrobat. CRM and other business tool application experience a plus
Demonstrated ability to work in a team environment with a "roll up your sleeves" attitude
Detail-oriented and able to function effectively in a fast paced, multitasking work environment
Demonstrated analytical and creative problem-solving capabilities
Demonstrated sound judgment, integrity, and leadership skills
Demonstrated ability to interact with both internal and external stakeholders at the highest levels (i.e. senior executives and general officers)
