POSITION SUMMARYThe Director, Operations is responsible for assisting the Vice President, Operations with the overall management and delivery of healthcare services for his/her contract. Consults with Regional Managers and site management regarding health services issues of an administrative nature and consults with the Regional Medical Directors; Regional Director of Nursing; and Site Medical Directors regarding unusual clinical issues of a complex nature, which involve patient management. He/she is responsible for effectively and efficiently managing the state's overall health care delivery system by acting as a liaison between Wexford Health and the Illinois Department of Corrections; institution administration, department heads, and subordinates. The Director, Operations executes policies and procedures governing staff compliance with health, safety, and security standards within the facilities of his/her contract.
DUTIES/RESPONSIBILITIES
Leadership:
Assist with the oversight of the contract-wide health care delivery system and day-to-day leadership of statewide personnel in the operation of facility health care units.
Provide Regional Managers with management guidance, strategies for regional growth, and operational assistance.
Conduct periodic staff meetings, and attend facility meetings and training as required.
Assist with overseeing the state's resolution of health care unit personnel issues or complaints, and directly intervenes in problem areas as needed to ensure prompt resolution, involving facility administration, contractors, if applicable, and Human Resources as appropriate.
Help ensure contract-wide compliance with all human resources policies, procedures and programs including workforce planning, recruiting, training and development, compensation and benefits, performance evaluation, and on-boarding. Provide direction and clarity to Regional Managers and their teams to facilitate effective team dynamics.
Team Management and Development:
Work with statewide personnel to develop objective performance measurements across regions to ensure consistent, high-quality evaluation and goal setting for all employees.
Assist in the recruitment of qualified statewide and regional-level staff. Participate in interviewing and hiring, and recommending final selection of new employees.
Perform performance management functions and supervise the performance of regional managers and recommend/assist/approve employee discipline/development when necessary.
Assist in the development of the orientation program to the contract; ensure the availability of in-service education for staff, to comply with the IDOC, Wexford Health and accrediting agency standards.
Help instill a sense of accountability among the statewide and regional team members through fair and consistent oversight of individual and organization performance standards.
Attend statewide and regional meetings or other activities as scheduled.
Health Services Operational Management:
Interact with Illinois DOC administration and facility authorities to facilitate timely and efficient delivery of services.
Monitor health service contract compliance activity.
Partner with the Vice President, Operations prepare and monitor the health services budget for his/her contract.
Monitor statewide labor and overtime and report findings to Vice President, Operations monthly, ensuring sites are working within budget.
Assist in the development and implementation of procedures to comply with administrative and institutional directives of the facility and the Illinois DOC.
Make sound decisions regarding management and administration of health care services throughout contract.
Facilitate routine meetings and perform functions required by administrative directives, including Quality Assurance, Chronic Clinics, Pharmacy and Therapeutics, and Health Care. Submit meeting minutes as appropriate.
Evaluate and respond to Corporate Risk Management Department inquiries regarding complaints or grievances by patients, family members, lawyers or other advocates.
Oversee/participate in preparatory, IDOC and accrediting agency audits of health services.
Assist with developing, implementing, and monitoring corrective action plans designed to resolve audit findings.
Work jointly with contract training staff and Corporate Training and Program Development Specialist to ensure that appropriate training and New Employee Orientation is available to comply with contract requirements.
Assist with developing the necessary systems, processes and tools to better support the facilitation, collection, and sharing of knowledge generated by Corporate and regions.
Sets the example of inter-team communication and cohesiveness, sustaining culture and supporting staff during organizational change and growth.
JOB REQUIREMENTS
Licensing:
Current unrestricted RN license preferred
Certification:
Current CPR certification. CCHP certification preferred.
Education:
Bachelor's degree required (healthcare-related field preferred)
Preferred experience:
3-5 years management experience in a correctional healthcare setting (preferably managing multiple locations)
