POSITION DUTIES
\n\nThe purpose of this position is to supervise and administer\nthe Reproductive Health and Family Planning (RH/FP) Program at the Health\nDepartment. This position plans, develops, implements and evaluates the\nassigned program; plans, develops, revises, implements and evaluates policies\nand procedures; prepares and monitors program budgets in collaboration with the\nMaternal and Infant Community Health Nurse Program Supervisor, supervises\nnursing staff and other health care staff; coordinates nursing coverage for the\nreproductive health programs; provides nursing care to patients. This position\nmay perform work at patients' homes, schools and other community settings to\nprovide community health nursing services to individuals, families and the\ncommunity.\n\n\nThis position is eligible for hybrid telework.\n\n\n\n\n\nManagement of the Reproductive Health/Family Planning\nProgram 60%\nThis includes incorporating standard of care practices\nincluding direction of the operations of programs in accordance with state\npolicies and regulations; evaluation of clinic efficiencies, services, and\noutcomes; prepares and monitors program budgets in collaboration with Maternal\nand Infant Program Supervisor; hire, plan, coordinate, provide trainings,\nsupervise and evaluate the work of RH/FP nursing staff and other health care\nstaff; develops ad implements policies and procedures for programs within the\nBureau in order to carry out functions of the programs in accordance with State\nstandards and guidelines; incorporates Quality Assurance and Quality\nImprovement practices to ensure quality services; Using a variety of data\nsources determines needs for additional health services within the department\nor community; works with Bureau Director, Deputy Director and Maternal and\nInfant Program Supervisor to develop and implement evidenced based programs in\nthe clinics and community to improve county level health indices; communicates\nprogress to all levels of the department and county agencies. Responsible for\nensuring monthly data submission to AHLERs and Health Stats and preparing\nquarterly reports for funding agencies.\n\nClinical Nursing 20%\nProvides clinical nursing services in the RH/FP clinic in\naccordance with nurse practice act and education. May also provide nursing\nservices in immunizations, communicable disease, maternal and child health, and\nadult health upon request.\n\nSupervision 7%\nApproves leave requests and timesheets. Manages performance\nof staff by providing guidance, direction and completing semi-annual\nperformance evaluations (PEPS). Addresses any performance issues in a timely\nmanner and follows HR policies and guidelines when doing so. Facilitates staff\ndevelopment and training. Participates in the hiring process for vacant\npositions and onboards new employees. Provides onsite coverage as needed.\n\nAgency Representation 5%\nRepresents Health Department on committees; liaisons with\nHoward County Government agencies, HCPSS, Maryland Department of Health,\ncommunity medical providers regarding relevant and important public health\nissues; represents agency as requested by the Health Officer; available during\nweekends, evenings and holidays for urgent public health issues and\nemergencies; represents agency as requested by the Health Officer; handles\nspecial projects as assigned. Assists with writing policy, letters to\nconstituents, designated as Essential Employee for certain emergency events.\n\nAttends/Leads Staff Meetings 5%\nLeads staff meetings and participates or leads medical\ndiscussions, training, case studies and lectures. Provides tracking and follow\nup for action items identified in staff meetings.\n\nOther Duties 3%\nPossess a broad understanding of HCHD services and can refer\nto other programs. Participates in necessary drills and exercises, responds to\nemergencies as appropriate, keeps abreast of policies and procedures in the\nprogram, bureau and department. Completes all required trainings. Participates\nin quality improvement efforts within the program.\n\n\n\n\n\n\n\n\n\n
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in nursing from an accredited college or university.\nExperience: One year of experience as a Community Health Nurse. \nNotes:\n1. Candidates may substitute a Bachelor's degree in a related field from an accredited college or university and one year of experience as a Registered Nurse for the required education.\n2. Candidates may substitute two years of experience as a Registered Nurse for the required education. \n3. Candidates may substitute a Master's degree in nursing or related field from an accredited college or university for the required education and experience. \n4. Candidates may substitute one year of experience in an administrative, supervisory, consultative or teaching capacity as a Registered Nurse for the required experience. \n5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classification or Nursing or Health Care Specialist specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.\n
