Job Description:Looking for a highly motivated individual who will be an integral part of assisting the Chief Financial Officer (CFO) Division in the role of IT Business Analyst III to assist in the development of new technology solutions and business processes. Performs advanced (senior level) business analysis work. Serves as analyst with primary emphasis on leading and facilitating the service-request lifecycle through customer-related service request responses, business requirements coordination across departments, business rules and requirements solicitation from requesters, legislative bills analysis, technical specifications and related artifacts review, and monitoring system integration and user acceptance testing prior to implementation. This role will actively assist and manage the formation of projects. Activities for this position include working with vendors agile/scrum teams of contracted software vendors to implement system changes; developing guidelines, procedures, and policies; performing analysis of systems and business processes to ensure alignment with business requirements; overseeing, developing, and translating business requirements for solicitations and contracts; monitoring legislative bills for possible impact to the CFO division; performing project management tasks; leading and/or participating in internal and external stakeholder discussions to provide and track work performed on solicitations and contracts. This individual routinely interacts with CFO leadership, contract and IT staff, project managers, other agency divisions, and subject matter experts to develop and write advanced planning documents that align with federal and state regulations, agency information technology directives, plans, goals, and contract requirements.
Knowledge of the interworking steps and processes related to business system design is expected, including knowledge of contracting and financial management processes. Provides quality customer service to external and internal customers by prompt responses to inquiries, taking the initiative to solve problems, exercising flexibility, and seek improvements in the advanced planning and business processes. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:1. (30%) - Participates in and oversees the development of state and federal advanced planning documents and project updates for the CFO. Coordinates with CFO leadership, contract and IT staff, project managers, other agency divisions, and subject matter experts and agency partners to prepare required planning documents. Reviews and provides input on complex project deliverables such as charters, design documents, and risk assessments. Develops and tracks progress on CFO projects. Coordinates with internal and external stakeholders to develop system requirements and business processes that align with strategic goals and objectives. Recommends and oversees the development and integration of new operational or systematic methods and procedures to improve and resolve identified issues. Researches and analyzes state and national trends, policy issues, proposed legislation, regulations, and rules to assist with the development of business requirements. Acts as a liaison between technical and non-technical staff.2. (25%) - Performs business, systems, and/or legislative analyses, formulates logical descriptions of problems, and devises optimum solutions to meet customer needs. Conducts research of available products or solutions on the internet or other authorized sources such as DIR, recommends purchase/selection of products/solutions to meet customer needs and fit into the agency's strategic plans, and writes business or systems analyses and proposals. Researches available technology as needed by the CFO Division, determine potential approaches to ensure compliance with the agency's enterprise and DIR plans; and create standards and guidelines for the CFO Division. Consults with customers to help them assess impact on workflow and staffing and provide recommendations and guidance during the implementation process, negotiates with appropriate internal departments to coordinate and recommend optimum strategies for testing and deployment, coordinates development and execution of training plans for end users, preparation of documentation, and transition to maintenance.3. (20%) - Collaborates with internal stakeholders in the design of/creation of databases, implementation of database strategies, and overall database architecture for CFO Division technology projects. Supports internal and external processes, related to contract and financial management processes; gathers, analyzes and documents user requirements; works with subject matter experts to develop use cases; analyzes problems related to automating or improving existing systems; develops solutions to increase efficiencies; and documents business needs for new systems and processes. Manages work plans, schedules, daily project tasking for the CFO projects. Develops and reviews complex system documents to convey business requirements and support efficient system designs. Performs senior level business analysis by reviewing existing applications and/or systems, develops mapping and diagrams to assisting customers in developing requirements, documents equipment and architectural configurations, and determines relationships /dependencies between systems (i.e., analyzing federal and state regulations regarding automation), research technical solutions and performing needs assessment for the CFO Division. May use Power BI or other similar business intelligence or data visualization software.4. (15%) - Provides guidance, communicates and explains processes to internal and external stakeholders. Resolves conflicts, prepares presentations, and communicates technical information to all areas of management, customers, and technical and non-technical staff. May participate in cross divisional meetings to ensure continuous coordination. Provides quality assurance-related consultation to users and/or provides oversight of projects, assignments, or special initiatives. Initiates quality control reviews of other complex project deliverables such as response documents, statements of work, project charters, project management plans, governance charters, and risk management plans with providing comments as requested. Provides feedback to program and agency leadership, reporting the status of current projects, new and future projects, and to highlight opportunities for cross-divisional collaboration.5. (10%) - Works with agile/scrum teams to oversee the agency's Joint Application Design (JAD) sessions and monitors User Acceptance Testing (UAT) tasks. Documents project work through reporting tools, monitors deliverables, and oversees vendor invoicing as needed for the contracts. Ensures compliance of departmental activities with HHS policies and procedures and state procurement laws. Other duties as assigned.

Registration or Licensure Requirements:Certified Business Analysis Professional (CBAP) preferred. Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) or the ability to obtain CTCM/CTCD within 12-months within the position.
Initial Selection Criteria:•Graduation from an accredited four-year college or university with major course work in information technology, business administration, or a related field. Experience and education may be substituted on a year for year basis.•At least three (3) years' experience performing in the role of a Business Analyst on similar sized projects and in similar environments.•At least one (1) year experience in strategic or business planning activities.•Documented experience in analysis, mapping, and/or developing findings and recommendations for business processes.•Documented experience in developing, gathering and facilitating reviews of business or technical requirements with stakeholders of various knowledge levels.•Documented experience with office productivity software including Microsoft Office Suite to include MS Word, Excel, PowerPoint, MS Project, SharePoint, and/or Visio.•Documented experience with State government organization, administration, management, and operating practices.•Experience in coordinating complex IT projects and managed services contracts.
