Summary You will serve as a PROGRAM ANALYST (REQUIREMENTS) in the ASSISTANT CHIEF OF STAFF, (ACOS) WARFIGHTING REQUIREMENTS AND ASSESSMENT (N8), COMMANDER, NAVAL SURFACE FORCE ATLANTIC of COMNAVSURFLANT. Responsibilities You will be responsible for developing, planning analyzing, coordinating and assessing Surface Force warfare program requirements and representing both CNSL and COMNAVSURFOR N8 Directorates. You will be considered an expert for Surface Warfare Military Construction (MILCON) and Infrastructure requirements and program assessment issues. You will monitor and analyze the current status of all Programs of Record of interest to Commander, Naval Surface Force Atlantic (CNSL); COMNAVSURFOR and the Surface enterprise. You will maintain liaison with points of contact at OPNAV, USFFC, TYCOMs, Numbered Fleet Commands, System Commands, and other Federal departments and agencies. You will contribute to the development of the COMNAVSURFOR Integrated Prioritized Capabilities List (IPCL) and annual Surface Master Plan (SMP) Letter for MILCON/Infrastructure. You will participate in the development, communication, and implementation of MILCON and other infrastructure requirements supporting Surface Force warfighting capabilities short and long-term (5+years) budget, and tactical goals. You will analyze, refine or develop and implement more specific guidelines or methods necessary to improve program measurement, effectiveness and productivity. You will advocate new and innovative warfare requirement programs within COMNAVSURFOR and CNSL for potential force wide implementation. Requirements Conditions of Employment Qualifications To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with a wide range of administrative laws, policies, regulations, and precedents applicable to the administration of Surface Force Warfighting Requirements and capabilities. Experience with advance concepts, principles, and practices of program analysis, to analyze and evaluate previous, current, and projected operating programs/budget requirements for potential effectiveness in meeting their objectives. Experience with the analytical and evaluative methods and a thorough understanding of how regulatory or enforcement programs are administered in order to select and apply appropriate program evaluations. Experience with advanced management and organizational principles and practices and a comprehensive knowledge of all aspect of the Federal Budget Process and the DoD PPBES regulations and guidelines. Experience and knowledge of the DOD Acquisition Management System; DOD Requirements Generation System; and DOD and Navy PPBE System as well as Navy Facilities Access Data Store (NFADS). Experience with the overall budget development and execution process that leads to the annual submission of a President's Budget.
