Job DescriptionINTRODUCTION:The Racine Police Department serves the City of Racine in Southeastern Wisconsin with a population of 77,816 people. We are a department that has adopted the philosophy of Community Orientated Policing and is a recognized leader in this area. POSITION PURPOSE:Data Analysts are an integral part of multi-lateral and multi-jurisdictional concepts that focus on investigations and prosecution of criminals. This data analyst will work closely with the Racine Police Department Crime Analyst, and under the supervisor of the Racine Police Department's Lt. of Investigations Division. Duties include mining and analyzing data to produce intelligence products that crime analysts and detectives can utilize for investigations. Data Analysts are located all throughout Police Departments in the United States and play a vital role in the identification, collection and visualization of information pulled from various record management systems.Essential DutiesESSENTIAL DUTIES:
Ability to identify, collect, clean, analyze and visualize data across a variety of different record management systems and data systems.Knowledge base in various computer-coding languages, R, Python, SQL, etc.Prepare a variety of analytical and data reports that crime analysts and detectives can utilize for investigations.Participate in NIBIN Quarterly meetings, report out on data trends.Work with the ATF on the NESS record management system, to pull data from the exports in the Crime Gun ID's.Attend staff meetings, trainings and other events for the NIBIN Unit.Be able to work in a fluid, changing environment that is fast paced.Provide technical support to the Racine Police Department Crime Analyst.Be able to provide open source data sets that can be uploaded into IBM I2 Analyst notebook to create spatial network charts of gun crime organizations.Establish and maintain relationships with all jurisdictions within the unit.Propose recommendations on policy and procedure for the productivity and efficiency of the NIBIN Unit.Attends meetings to brief upper command staff on criminal activities within the Racine County area.High level of proficiency with all Microsoft Office products.Background knowledge in ESRI ARC-GIS products.Maintain reliable attendance and be flexible to work overtime when necessary.These job responsibilities are some of the key requirements, but other related duties are required as well.
ENVIRONMENTAL/WORKING CONDITIONS OF THE POSITION:Normal office working environment. Some exposure to inclement weather.QualificationsMINIMUM QUALIFICATOINS:
Bachelor's degree in Statistics, Computer Science, Intelligence Analysis, Data Analytics or any other related field of study.Certificate in data analytics and or statistics required.Must be a citizen of the United States.Possession of a valid driver's license and a good driving record.Submit a comprehensive Work Portfolio showcasing your skills and experiences in data analysis, particularly as they relate to law enforcement or similar domains. This portfolio should include a variety of materials that demonstrate your proficiency in analyzing data, designing dashboards, and coding, among other relevant capabilities.PREFERRED QUALIFICATIONS:
Previous experience working within a law enforcement agency.Previous experience working with IBM Analyst Notebook, ArcGIS, Microsoft Office Products, P3 Threat Reporting System and RMS Systems.KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge base in the programming language of SQL. Ability to write complex SQL queries involving joins, subqueries, aggregations and advanced functions to retrieve and transform data.Knowledge base of mapping and visualization software like Tableau, PowerBI and ArcGIS.Willingness to learn new software to present data to various stakeholders.Knowledge in spatial and social network analysis.Ability to independently prepare, present, and defend analytic findings.Ability to develop and maintain effective working relationships with a wide variety of City and external business contacts.Ability to work effectively with multi-cultural populations.Ability to communicate effectively both orally and in writing.Knowledge of data governance, data quality, data security principles and best practices.Knowledge of computer-assisted data analysis techniques.Supplemental InformationPHYSICAL DEMANDS OF THE POSITION:
