Summary Description

Essential functions, as defined under the Americans with Disabilities Act may include, but are not limited to the following characteristics, duties, responsibilities, knowledge, skills and other characteristics:

Under general supervision, performs fire fighting activities to protect life and property; responds to a variety of fire and emergency and non-emergency calls including structure fires, traffic collisions, hazardous materials incidents, building collapses, and wildland fires; operates a variety of fire suppression and life-saving equipment; provides Advanced Life Support including medical assessment, treatment, and stabilization of the critically injured; maintains control, manages and directs patient care at the scene of a pre-hospital emergency; provides training and instruction as appropriate; performs station and equipment maintenance; and, performs a variety of other duties relative to assigned area of responsibility.

* Fire Fighter Paramedic responds to fire calls and participates in fire extinguishment, ventilation, salvage, rescue, and other operations; operates various fire fighting/control equipment such as pumps, hoses, ladders, and extinguishers; lays hose lines and directs water streams into the fire; participates in mop-up and overhaul operations.

* Provides and directs fast, efficient Advanced Life Support to the ill and injured utilizing all basic and advanced abilities and techniques, including but not limited to: the placement of peripheral and intra-osseous lines, multi-lumen airways, and endotracheal intubations; needle thoracentesis; fluid and drug therapy; cardiac monitoring and EKG interpretations, transcutaneous pacing, defibrillation, and cardioversion.

* Renders emergency medical assistance; performs cardiopulmonary resuscitation and electrical defibrillation; lifts and transports injured persons; administers intravenous saline, glucose and volume expanding agents; obtains blood for laboratory analysis; interprets cardiac arrhythmias; performs pulmonary ventilation by use of airway adjuncts; administers drugs; operates voice and biomedical telemetry communication systems and equipment; assists in childbirth; drives medical rescue vehicles under emergency conditions; prepares and presents to employees and the public demonstrations and classes in first aid, cardiopulmonary resuscitation and other subjects relating to medical assistance.

* Recognizes and understands a medical emergency and makes a reasonable and acceptable differential analysis.

* Understands and anticipates the pharmacological treatment of critically ill and injured patients.

* Understands and anticipates potentially life-threatening sequelae of non-cardiac emergencies and institutes appropriate emergency therapy where essential for the preservation of life.

* Responsible for quality patient-care as established by the Department.

* Maintains effective appropriate communication with on-scene pre-hospital and first-responder personnel and the base hospital personnel/physician.

* Completes required reports.

* Restocks supplies and maintains emergency vehicles and equipment in proper working condition.

* Inspects, cleans, and services various fire fighting equipment and apparatus; performs routine and preventive maintenance on equipment as necessary; assists in maintaining clean and orderly conditions in and about the fire station.

* Attends and participates in special drills and other training activities; conducts and participates in training exercises; develops skills in fire suppression, medical aid, apparatus operation, and other related areas.

* Participates in inspections of public and commercial buildings for fire prevention and target hazard identification and review; evaluates water system capabilities.

* Assists with programs such as fire investigation, pre-fire planning, and maintaining pertinent City maps.

* May be subject to call-back during non-duty hours.

* Gives informative and educational tours of the fire station to school children and other citizens; explains the functions of the Fire Department; and participates in other public relations activities.

Knowledge, Skills and Abilities

KNOWLEDGE

Knowledge of basic fire prevention and suppression techniques and practices, as well as basic and advanced emergency medical care and life support.

ABILITY

Ability to learn and apply fire fighting principles and techniques; think and act quickly and effectively in emergency situations; understand and apply mechanical and physical principles related to fire suppression; learn and apply fire code provisions and arson/fire investigation techniques; deal courteously and effectively with the general public; establish and maintain cooperative relationships with those contacted in the course of work; and understand and follow verbal and written directions.

MINIMUM QUALIFICATIONS

Experience

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance as a Firefighter/Paramedic.

Education

A typical way of obtaining the required qualifications is graduation from high school or possession of a General Equivalency Diploma (GED) certificate.

License

Possession of a valid California Driver's License and maintain a satisfactory driving record.

SPECIAL REQUIREMENTS

* Must be current on the Firefighter Candidate Testing Center (FCTC) Statewide Eligibility List (SEL) on 03/27/2023 (first application review). Completion of a California State Fire Marshal approved Fire Fighter I Academy and/or possession of a California Fire Fighter I Certification with demonstrated skills and abilities therewith.

Must possess and maintain the following at the point of application:

* State of California Emergency Medical Technician-Paramedic Certificate (EMT-P) issued by The California Emergency Medical Services Authority;* American Heart Association Advanced Cardiac Life Support (ACLS);* Current American Heart Association Healthcare Provider or American Red Cross Professional Rescuer card.

A valid Riverside County paramedic accreditation must be obtained within 30 days of employment.

PHYSICAL FITNESS:

Candidates must have a current passing score on the CPAT or PAT/Biddle at the time of application AND at the time of certification to be considered for hire. A CPAT or PAT/Biddle score is valid for one year. No candidate will be allowed to sit for the written test until proof of a valid passing CPAT score is submitted.

Selection Process:

Benefits Summary

The following is a summary of the provided benefits to full-time employees in the Hemet Fire Fighters Association unit. For further information, please refer to the Hemet Fire Fighters Association MOU.

Retirement:

The City contracts with the California Public Employees Retirement System (CalPERS).

Safety formulas:

* Classic Members: 3% at 55 Formula; 1959 survivor benefit; final compensation based on single highest year; employee contributes 12% (no Social Security deduction).* PEPRA (New) Members: 2.7% at 57 Formula; 1959 survivor benefit; final compensation based on a three-year average; employee contributes 50% of total normal cost, currently 14.75% (no Social Security deduction).

Firefighter/Paramedic Trainee and Fire Prevention Officer will be subject to the following CalPERS Miscellaneous formulas:

* Classic Members: 2.5% at 55 Formula; 1959 survivor benefit; final compensation based on single highest year; employee contributes 8% (no Social Security deduction).* PEPRA (New) Members: 2% at 62 Formula; 1959 survivor benefit; final compensation based on a three-year average; employee contributes 50% of total normal cost, currently 8% (no Social Security deduction).

Medical Coverage:

* The City contributes 100% of premium for employee only coverage on the City's Kaiser plans.

Plan Year 2024/2025

(September 2024- August 2025)

Dental & Vision Coverage:

* The City pays 100% of the premium for dental & vision coverage for employees and their dependents.

Life Insurance:

* The City pays 100% of the premium for a term-life insurance policy of $100,000.

Long Term Disability:

* The City contributes $35 per month towards premium.

Retiree Medical Trust:

* The City contributes up to $175 dollars per month to the Medical Expense Reimbursement Plan (MERP) for qualified members subject to mandatory contribution of $225 per month.

Educational Reimbursement:

* The City will provide up to $2,500 per calendar year, subject to terms set forth in the Hemet Fire Fighters Association MOU.

Leave Accruals:

* Employees earn up to the following amounts of leave:* Suppression Personnel:* 6 vacation shifts per year within the first three years of service* 12 hours per month Sick Leave* 11 paid holidays per year

Prevention Personnel:

* 96 vacation hours per year within the first three years of service* 8 hours per month Sick Leave* 12 paid holidays per year

Bilingual Pay:

* The City will provide $255.00 per month for eligible assignments based on the City's needs for bilingual skill and successful completion of a test.

Uniform Allowance:

* The City will provide a uniform allowance in the amount of $1,345 per year.

Paramedic Pay:

* The City will provide paramedic premium pay in the amount of 15% above base pay per month to fire fighters who maintain all licenses, accreditations, and certifications necessary to perform the duties of paramedic.* The City will provide paramedic premium pay in the amount of 5% above base pay per month to engineers, fire captains, and fire prevention officers who maintain all licenses, accreditations, and certifications necessary to perform the duties of paramedic.

Educational Incentive Pay:

* The City will provide 3% above base incentive pay for sworn employees presently holding a Bachelor's degree.* The City will provide an additional 5% above base pay to those sworn employees presently holding a Master's degree, or a National Fire Academy, Executive Fire Officer Certification.* Maximum 8% combined with Bachelor's degree and Master's degree or equivalent.
