About the Role:

The Capital Project Manager IV position, located in the River and Floodplain Capital Unit within the Water and Land Resources Division (WLRD), will manage complex capital projects on behalf of the King County Flood Control District's (District's) work program within the 6-year Capital Improvement Project (CIP) plan. This position will involve a combination of planning, project management, technical analysis, permit support, contract development, and outreach to the public and other jurisdictions and permitting agencies. The successful candidate will be required to manage and support multiple complex and politically visible capital projects from initiation through implementation and closeout. In addition to working closely with staff throughout the River and Floodplain Capital Unit, this position will also require close coordination with the River and Floodplain Management Section and WLRD management as well as with Flood Control District staff and elected officials from King County and other jurisdictions. The CPM IV will serve as a technical expert and support other programmatic activities within the River and Floodplain Management Program, including corridor planning efforts for the County's six major river systems, the inspection, maintenance and operation of the County's inventory of flood protection facilities, participation in the flood warning and flood patrol program, post-construction effectiveness monitoring, and coordination with Water Resource Inventory Area (WRIA) staff to implement salmon recovery plans. This position may also participate in key Department and County initiatives such as equity and social justice, climate change, organizational development, process improvement committees, and mentoring junior staff.

Job Duties

What You Will Be Doing:

Manage complex, multi-disciplinary capital projects addressing sensitive and politically visible issues that may require regular coordination with WLRD senior management, the King County Flood Control District, and County elected officials.Manage all aspects of capital feasibility and technical design projects, including consultant contracts, monitoring budgets and approving invoices, preparing cost estimates, maintaining project schedules, identifying, and managing project risks, permitting, preparing Plans, Specifications and Estimates (PSE), and overseeing the work of a highly technical, multi-disciplinary team.Proactively apply principles of Equity and Social Justice to build and maintain relationships with other jurisdictions, governmental agencies, tribes and other interested parties through effective communication and outreach efforts as needed to plan and implement capital projects.Lead project teams to secure applicable federal, state, and local permits, including consultation with NMFS and USFWS to satisfy ESA requirements for capital floodplain projects.Prepare consultant and construction contracts for advertisement, including project-specific scopes of work, cost estimates, evaluation criteria, and records of negotiation.Participate in flood warning and emergency response programs and activities, including the Flood Warning Center, flood patrols, and post-flood inspections.Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

Bachelor's degree in environmental science, natural resource management, urban/regional planning, communications, public administration, or any combination of education and experience that clearly demonstrates the ability and skill to perform the core job duties of the position.At least six (6) years of increasingly responsible capital project management work experience that provides the skills necessary to perform the core work duties of this position.Strong written, verbal, and graphic communication skills to communicate information clearly and effectively with people of varying technical and cultural backgrounds.Demonstrated ability to effectively plan, organize, and prioritize tasks on a regular basis to effectively manage complex, multi-disciplinary capital projects.Demonstrated experience leading technical analysis to inform capital and programmatic efforts and develop alternatives and/or recommendations for decision makers.Competencies You Bring:Collaborates: Building partnerships and working collaboratively with others to meet shared objectivesCommunicates Effectively: Developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences.

Required Licenses:

Valid Washington State driver's license or the ability to obtain one prior to starting work if selected for this position.It Would Be Great if You Also Bring:

Master's degree in environmental science, natural resource management, urban/regional planning, communications, public administration, or closely related field.

A Licensed Professional Engineer in the State of Washington.

Experience implementing habitat restoration, flood protection, stormwater, or related capital projects in floodplain environments similar to those in the Pacific Northwest.

Experience working with the U.S. Army Corps of Engineers regulatory program, including Sections 404 and 408 and the process of consultation with NMFS and USFWS to satisfy ESA requirements for capital projects.

PMP certification or equivalent project management certification, or ability to become certified in one year.

Working Conditions:

Remote and Onsite Work Details:

Employees in this role work remotely from a home location, with onsite reporting requirements typically 1-2 days per week. Work will also require travel to project locations throughout King County as needed. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.Remote Work Location Requirement:

Employees must reside in Washington State and be within a reasonable distance to their King County worksite to meet workplace reporting requirements.Work Schedule:

This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. The typical work schedule is 8:00 a.m. - 5:00 p.m. Monday- Friday. Attendance at evening meetings and weekend events may be required from time to time including for staffing of the Flood Warning Center or Flood Patrol during flood emergencies.Union Representation:

These positions are represented by PROTEC Local 17A bargaining unit.Physical Requirement:

This position will be required to traverse uneven terrain including embankments in all weather conditions including possible inclement weather.
