Training System and Asset Management Support SME
under the Range and Training Programs Division (RTPD) within TECOM. Range and Training Area Management (RTAM) identifies, validates, and prioritizes institutional range system requirements to provide a single, integrated program for the Fleet Marine Force (FMF) and Supporting Establishment (SE). The Training System and Asset Management Support SME shall assist the Site Lead in the provision of property accountability and life-cycle management for both live training systems and simulators. In addition, provide planning and sustainment support to the Site Lead to assess live training systems fielding, operation and associated sustainment activities.
ESSENTIAL DUTIES AND RESPONSIBILITIESSupport preparation of information briefings and decision documentation, examining the linkages between range and training area live training systems and unit training objectives in order to optimize the utilization of RTAM sponsored assets.Support preparation of reports, presentations and charts that support Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) requirements analysis for existing and future live training systems.Support quarterly inspections of live training systems to include all live ranges, but also includes minor training devices, such as battlefield effects simulators, portable targets, forces on force simulators (ITESS/SESAMS); provide inspection reports.Support development of monthly trend analysis reports for live fire ranges to the Site Lead. Reports shall capture long term live range and training system utilization trends.Provide Site Lead with reports that analyze live range utilization data and correlate this to range maintenance and sustainability requirements.Support development of monthly trend analysis reports for live fire ranges. Reports shall capture long term live range and training system utilization trends.Assist Site Lead in the provision Of property accountability and life-cycle management for both Ground Training Systems (GTS) and Virtual Training Systems (VTS) assets; conduct quarterly, semi-annual and 100% annual inventories and maintain an annual inventory plan.Prepare documentation for new gear, disposal/DRMO and assist and attend all Government Acceptance Test.Prepare information briefings and decision documentation pertaining to all aspects of the USMC Defense Property Accountability System (DPAS) and Global Combat Support System - Marine Corps (GCSS-MC).
EDUCATION
High school diploma or equivalent required.Bachelor's degree preferred.
EXPERIENCE
Experience as a USMC Staff Non-Commissioned Officer (SNCO) or above preferred.Marine Corps operations/training experience.Working knowledge of Range Facility Management Support System (RFMSS).
CORE SKILLS/COMPETENCIESRequired Knowledge, Skills, and Abilities
Must be able to work as part of a larger team under the direction of the Site Lead.Expert-level knowledge of Microsoft Office applications (Word, Excel, PowerPoint, Outlook), Adobe, and other media-type software.Strong knowledge of RFMSS and ability to extract data and build reports in MS Excel.Knowledge of Marine Corps training systems; both range and simulation systems.Familiarity with DPAS and GCSS-MC; have a detailed understanding of the Custodian Asset Report (CAR) and Consolidated Memorandum Receipt (CMR) for property accountability.Familiarity with all aspects of USMC supply policy and procedures.A wide degree of creativity and latitude is required.Excellent communication and interpersonal skills.Strong familiarity with government regulations and directives pertaining to confidentiality, document retention, and project site protocols.Demonstrated ability to perform diverse duties under operating and deadline constraints.
WORKING CONDITIONS
Required to sit or stand for extended periods of time and maintain focus.Required to walk ranges/training areas in harsh weather conditions on a regular basis.Driving on trails and unimproved roads.May be required to lift awkward sized items weighing up to 50 pounds.Work in extreme weather conditions.
SPECIAL POSITION NOTATIONS
Occasional travel may be required.Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license,current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.Daily travel in local area during workday (company vehicle provided).
