JOB SUMMARY
This position is responsible for directing the operations of the Engineering Department. The Director of Engineering is responsible for planning, designing, and overseeing municipal engineering projects related to civil infrastructure, transportation systems, stormwater utilities, and other public works. This position ensures projects meet regulatory standards, align with the city's goals, and are delivered within budget and on time. The Director of Engineering provides strategic leadership, guidance to engineering staff, and technical expertise on city infrastructure projects.

JOB REQUIREMENTS
Oversees the management and operation of the Traffic Engineering Division: Ensures traffic engineering standards are executed for traffic impact studies, traffic patterns, investigating and preparation of engineering recommendations to improve traffic control, reduce accidents and optimize traffic flow. Ensure warrant analysis for traffic control, signal timing plans, accurate documentation for traffic signals, pavement markings and all other traffic control devices.Oversees the management of the City's Stormwater Utility, including evaluation of fee structure, long term capital improvements, and compliance with stormwater permits.Oversees the management of Transportation Engineering, including Traffic Signal Maintenance, Signs and Pavement Markings, and the Transportation Planning.Oversees the management of the city's Public Transit Division: ensures the effective management of public transit operations including the development and update of transit schedules, services, fares, and transportation agreements.Oversees the coordination of the work of the Metropolitan Planning Organization; prepares and reviews transportation planning studies; establishes transportation improvement policies.Prepares and administers departmental and capital budgets; provides overall administration for the department; evaluates and recommends departmental policies and service initiatives.Assists in planning and coordinating the design and construction of all infrastructure and public services projects including streets, sidewalks, sewer systems, bridges, parks and drainage structures; assists in planning and coordinating the Capital Improvement Projects; assists with providing construction management for city contractors.Responds to a broad range of requests for information, service, concerns, or complaints from citizens, businesses, government agencies, and/or other interested parties regarding a variety of engineering-related issues.Prepares reports, letters and correspondence in an accurate, comprehensible, and professional manner maintaining confidentiality as appropriate to present to the City Council and general public on plans and programs.Provide excellent customer service and establish effective partnerships, with a problem-solving and consensus building attitude, with interior and exterior clients. Coordinates with the state Department of Transportation on roadway improvement projects, traffic management issues, maintenance activities, and reimbursements.Evaluates and monitors development plans and construction for compliance with city and state requirements; reviews development plans and oversees subsequent construction for compliance with standards related to traffic safety and roadway capacity impacts.Other assignments may include performing engineering, calculations, selecting equipment components, preparing specifications, plan preparation, design and review of in-house projects, project management of capital improvements projects, report preparation related to water/wastewater, drainage and transportation projects.Performs other related duties as assigned.MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor degree in Civil Engineering, preferred field of study and training in Transportation field. Master's degree preferred.Five (5) years' experience in a governmental engineering department or in an engineering capacity that works closely with municipalities or a related field of work.3-5 years of supervisory experience in a leadership role.Professional Engineer (PE) license required.Special Qualifications:
