The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers, and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity. _Job Opening:_ The Department of Environmental Protection, seeks applicants for a Program Manager VIII – Director of Enterprise Information to perform the following duties: _Position Overview:_ MassDEP’s Office of Enterprise Information Office is seeking an experienced and dynamic Information Management Director for MassDEP’s Enterprise Information Office. MassDEP strives to continue to improve our capacity to make quality real time data available, visual, and consumable, to help inform our regulatory and agency functions. This role is integral to the strategic direction, team leadership and requirement gathering for our organization’s information management practices. This position focuses on the holistic oversight and strategic orchestration of information management across MassDEP. To be successful in this position you must be an effective collaborator and have proven ability to evaluate and communicate both long term and short-term information management needs with our technology partners in our centralized information technology office at the Executive Office of Energy and Environmental Affairs who are responsible for delivering technology solutions. You will directly supervise a unit which focuses on MassDEP’s application portfolio requirements, our emerging Power BI unit, and Geographic Information Systems (GIS) unit. Through matrix management you will work closely with our data leads in MassDEP’s programmatic and regional offices to achieve MassDEP’s strategic information management goals. The Director of the Enterprise Information Office will receive supervision from the Assistant Commissioner of Enterprise Information. _Your essential_j_ob duties will include_(_these are not all-inclusive_): 1. Strategy Development: Lead the development and implementation of comprehensive information management strategies that align with MassDEP’s organizational goals and objectives. 2. Team Leadership: Build, mentor, and guide a high-performing information management team. Foster a collaborative and innovative culture that promotes professional growth and achievement. 3. Requirement gathering: Engage with stakeholders across MassDEP to identify and document information management needs and requirements. Translate these requirements into actionable plans. 4. Cross Functional Collaboration: Work closely with other executive leaders to ensure cohesive integration of information management systems and strategies. 5. Policy and Standards Implementation: Establish and enforce information management policies and standards to ensure compliance, efficiency and effectiveness in information capture, handling and usage. 6. Track and engage with management that development and/or revision of program regulations, policies, and guidance in accordance with senior management direction to anticipate future information system needs. 7. Supervise a team which includes the Geographic Information Office, our Power BI Unit and our applications information management team. Oversee other personnel matters including recruitment and hiring. 8. Provide management support to, and respond to requests from, Assistant Commissioner, Commissioner’s Office, EOEA. 9. Other duties, as assigned. _Preferred Qualifications:_ * Proven experience in leading information management initiatives at an executive level. * Experience developing and communicating business/program prioritization across a portfolio of active and planned IT initiatives. * Exceptional leadership and team building skills. * Strong strategic thinking and planning abilities. * Excellent communication and stakeholder engagement skills. * Adept at translating complex requirements into clear, actionable plans. * Knowledge of information management best practices. * Ability to effectively supervise individuals and manage teams, including encouraging cooperative problem solving, establishing operating and/or reporting relations to support productivity and development, and fostering a culture of diversity, respect, and inclusion. * Ability to exercise tactful negotiation and excellent problem-solving skills to resolve conflict among a broad range of constituents with competing interests. * Ability to analyze complex information, draw conclusions, and summarize effectively for public audiences. * Ability to adjust to changing situations and be flexible to meet emergency or changing program requirements. * Ability to build and/or maintain friendly, reciprocal, professional relationships and networks of contacts. * Proficiency with word processing, spreadsheets, and presentation software, and web-based platforms. * Solid written and oral communication skills. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
