Occupancy Specialist

Summary
Reporting to the Compliance Supervisor, this position will be responsible for the overall compliance of an assigned portfolio of operational properties. This includes reviewing files for initial qualification and recertification file reviews, monitoring each property’s over-all unit compliance as well as related reporting, assistance with audit responses, and training/coaching of site staff. This position will also be responsible for conducting periodic file audits for assigned portfolio.
Responsibilities
Review vacancy and recertification files within a set portfolio for compliance and ensuring all appropriate documentation/verification has been completed according to guidelines governing assigned properties
Conduct periodic internal audits to ensure regulatory compliance
Assist with the annual compliance audits for assigned portfolio
Serve as point of contact between sites and 3rd party file review consultant (Right Source)
Monitor portfolio for vacancy issues and past due recertifications
Work with Resident Managers to ensure timeliness of all re-certifications
Monitor portfolio to ensure that all Right-Sizing and Over-Income rules are being followed and issues are being resolved in a timely manner
Update internal tracking and reporting systems, along with BRIDGE’s electronic file storage system
Reconcile weekly reports from properties
Annually update the recert schedules for assigned portfolio
Lead and participate in weekly progress meetings with site staff to troubleshoot vacancy issues
Maintain and monitor electronic tenant filing system for properties within portfolio
Assist with the preparation of external inspection audits such as MOR, TCAC, etc.
Meet and assist the sites to ensure timely file corrections are submitted in order to complete the audit response
Training site/leasing staff on compliance and file processing and acting as a compliance resource
Qualifications
Strong knowledge of affordable housing programs. (LIHTC, HUD, HOME, HCD)
Know Detail-oriented individual with proven organizational skills
Ability to perform and prioritize multiple tasks on an ongoing basis
Demonstrated proficiency with computers (Microsoft Windows, Office & Adobe Acrobat)
Excellent written and verbal communication skills
Ability to work independently and with a team.
Preferred
One or more of the following industry certifications: COS (Certified Occupancy Specialist), CPO (Certified Profession of Occupancy), TCS (Tax Credit Specialist), SCS (Site Compliance Specialist), or SHCM (Specialist in Housing Credit Management) or a willingness to obtain within 3 months of employment.
Experience with Yardi or similar property management software
Valid driver's license and insurance
