Scientific Systems is a growing research and development company based in Burlington, MA. We are looking for a motivated Associate Director of Contracts to play a strategic role in the company, providing knowledge, expertise and guidance regarding all contractual and legal issues. This role will report directly to the CFO. The Associate Director of Contracts contributes to the overall management of the corporate contracting policies, as well as overseeing the administration of assigned customers, subcontractors and strategic partner contracts.Responsibilities:Develop solid working relationships with senior PIs, PMs and Executive Management team.Provide advice and guidance related to contractual rights and obligations, as well as interpretation of terms and conditions.Review, evaluate and negotiate terms and conditions for Requests for Proposals, Requests for Quotations, and contracts with various government agencies to ensure compliance with the FAR and other applicable laws and regulations.Demonstrate knowledge of, and the ability to, interpret and apply understanding of the FAR, statutes and U.S. Government regulations in managing agreements and contracts.Prepare and/or review representations and certifications, non-disclosure agreements, teaming agreements, consultant and subcontractor arrangements.Maintain corporate online registrations (SAM.gov) and related databases. Also maintain SSCI contract database.Remain current with government contracts and identify relevant trends or changes that will impact the business.Review proposals with experience, knowledge and understanding of how those documents are assessed and evaluated.Manage prime counterpart relationships and all contractual documents during proposal process.Develop solid working relationships with technical team, senior management and financial team.Basic Requirements:Current ACTIVE Top Secret security clearance.Bachelor’s degree is required with at least 10 years of related experience in US government contracts administration.Strong experience and knowledge working with the government contract administration processes including subcontract flow downs, change management, close-out and records retention.Strong knowledge of compliance with relevant laws, regulations, terms, conditions and policies governing assigned contracts, including FAR, DFARs, SBIR rules and regulations.Proven contract negotiation skills.Detailed knowledge and thorough understanding of proper contract draft, negotiation and use of contracts, subcontracts, teaming and other forms of agreements.Experience identifying issues/gaps and effectively develop solutions.Experience working with matrix organization.Must be able to obtain and maintain a Top-Secret DOD Security Clearance.Preferred Skills and Experience:Juris Doctor from an accredited law school/university.Experience working in a dynamic, high-growth, small company environment.Excellent sound judgment.Able to be flexible and wear multiple hats.Outstanding written and verbal communication skills.Salary is competitive with market rates, with annual bonus awards based on company and individual performance.
