Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.Permanent qualifications:Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18, OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR to be considered for appointment as an Addictions Program Specialist through NYS HELPS Program:Trainee 1: A bachelor’s degree or higher. Trainee 2: A bachelor's degree and one year of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.Grade 18: A bachelor's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.*A master’s degree may substitute for one year of professional clinical or professional administrative experience. *Please include a copy of your degree with your application submission to be considered. Duties Description This position is in the Bureau of Practice Innovation and Care Management (PICM) within the Division of Addiction Treatment and Recovery. Duties include, but are not limited to the following:• Perform Medicaid Managed Care Behavioral Health plan reviews, including readiness desk reviews and Provider Network Data System.• Schedule and participate in meetings with other State entities including Department of Health and the Office of Mental Health.• Assist with drafting documents, coordinating webinars and guidance materials as it relates to assigned duties. • Monitor centralized Bureau mailboxes for OASAS PICM and Behavioral Health.• Develop, maintain, and organize information into a centralized database and/or shared folder to include files and important documents as they pertain to Bureau projects. • Applicant should be an advanced user of Microsoft office Suite of products, e.g. Word, Excel, PowerPoint, and Access.• Other relevant duties as assigned.
Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Our Addiction Treatment Centers (ATCs) operate 24/7/365 programing. Therefore, MOT IS an essential function of this position and is critical to maintaining adequate staffing at all times in order to ensure the health and safety of clients within the facility.NOTE: Candidates must be eligible and maintain eligibility for full and unconditional participation in the Medicaid and Medicare programs. Failure to maintain licensure, certification and Medicaid/Medicare eligibility will result in the termination of employment.OASAS Addiction Treatment Centers (ATCs) are tobacco and vape free facilities.Background Investigation Requirements:Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs.
