Project Director/IDIQ Manager

Democracy International (DI) is seeking to hire a Project Director/IDIQ Manager for the anticipated Analytical Services V Indefinite Delivery Indefinite Quantity (IDIQ) contract funded by USAID’s Bureau for Democracy, Human Rights, and Governance (DRG). This activity will provide USAID operating units technical expertise, assessment support, and other analytic capabilities to develop effective strategies, technical guidance, program design, and policy. This will be a full-time position that is contingent upon award and funding. This position is open to US citizens and expatriates.

The Project Director/IDIQ Manager will provide technical guidance on DRG and support business development needs under the IDIQ and will report to DI’s Director of Global and Rapid Response Programs. The Project Director/IDIQ Manager will be responsible for developing a strong vision and implementation of the IDIQ with an evidence-based approach and delivering on all objectives. They will be responsible for the overall day-to-day management of contract performance of the Task Orders. They will also provide mentorship and training, as needed, for all staff. The successful candidate must have significant international program management experience. They will serve as the primary point of contact between USAID/DRG and DI.

Responsibilities:

  • Provide overall technical, strategic, and administrative leadership and expertise on all IDIQ activities, including matters of budget, compliance, and reporting;
  • Responsible for coordination across Task Orders including training, mentoring, and leading Task Order staff;
  • Develop regular reports and ongoing activity monitoring consistent with the requirements of USAID/DRG and with internal reporting requirements;
  • Serve as the primary liaison with USAID/DRG;
  • Ensure compliance with USAID/DRG, U.S. government, local laws, regulations, policies, and procedures for all Task Orders;
  • Rapid recruitment and hiring of staff and short-term technical assistance for start-up of new Task Orders;
  • Represent DI externally at meetings, workshops, and other events;
  • Supervise the work of all organizations and individuals engaged under the task orders.

Business Development:

  • Serve as a technical lead for relevant DRG proposals;
  • Market and outreach to key clients, partners, and stakeholders across DRG-related work;
  • Manage relationships with USAID/DRG, local partners and government, civil society representatives, and international donor representatives.

Secondary Job Duties:

  • Contribute to ongoing Democracy International business development efforts around the world.

Qualifications:

  • Master’s degree or higher in international development, DRG, political science, or other relevant field;
  • Minimum of 10 years of experience in project support and oversight, including managing programs, teams, grant-making, and budget oversight;
  • Experience and technical expertise working in an international development context, focusing on DRG;
  • Experience managing USAID-funded DRG analytical activities;
  • Minimum of 5 years of experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment;
  • Strong demonstrated skills in planning, MEL and programming adaptation, inclusion, and budgeting;
  • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, including government officials, education professionals, community and civil society leaders, and international funders;
  • Positive track record of leading and writing winning USAID and other donor-funded proposals;
  • Prior Chief of Party and/or field-based technical and management experience with DRG preferred;
  • Professional fluency in English (both spoken and written) required.

Reporting:

  • This position reports to the Director of Global and Rapid Response Programs.
