Lead Business Analyst

Seeking a Lead Business Analyst to assist supporting a series of projects broken into several portfolios of work to update Minnesota's Unemployment Insurance system. Work is hybrid in St. Paul, MN.
Responsibilities
Create business and functional analysis in Unemployment Insurance programs, audited government tax calculations and direct-to-user payments workflow business model.
Develop functionality and detailed use cases and business requirements.
Work with testers to ensure that all work is comprehensively tested, ensuring that any defects are detected and promptly resolved before deployment.
Demonstrate a clear understanding of the history of Unemployment Insurance including laws, extensions, programs, changes, and expectations in order to build solutions with a strong historical knowledge and sufficient flexibility to manage future program needs.
Adhere to all defined deliverables including review with both MNIT and UI teams for every project.
Use the state provided tools, templates, and processes to ensure transparency, knowledge transfer, and project agreement throughout the work.
Requirements
2 or more years’ experience on a system development project.
5 years’ experience doing business and functional analysis in Unemployment Insurance programs or other regulated and audited government sector making tax calculations and direct-to-user payments through a workflow (not case managed) business model.
2 years’ experience developing functionality and building detailed use cases and business requirement documents.
Experience working on 1 or more systems development projects in a business analyst role.
BA or BS Degree (list college and degree).
