Job SummaryThe Controller is responsible for establishing and maintaining financial controls and accountabilities to ensure fiscal integrity and cost-efficient operations. This role supervises budgeting, general ledger accounting, and tenant accounting staff and reports directly to the VP of Finance and Administration. The Controller ensures compliance with local, state, and federal reporting requirements, manages accounting operations, and provides financial guidance across the agency.

Key Responsibilities•Manage cash flow and reporting for all agency programs daily.•Oversee daily, monthly, and annual accounting functions, including HUD-required financial reporting.•Analyze operating results and recommend benchmarks for financial and operating measurements.•Direct financial audits and recommend procedural improvements.•Ensure compliance with local, state, and federal reporting requirements.•Manage agency accounting operations, including budgeting, auditing, payroll, accounts payable/receivable, general ledger, and financial reporting per GAAP and internal policies.•Prepare budget recommendations, reports, proposals, and projections.•Review fiscal operations to ensure data integrity, accuracy, and control.•Develop and interpret financial statements and reports.•Ensure compliance with HUD regulations, state laws, and agency standards.•Act as a resource and provide technical financial support to management and staff.•Supervise and develop assigned staff, monitor performance goals, and oversee performance management.•Ensure compliance with bargaining unit agreements.•Provide coaching, motivation, and leadership to foster a collaborative team environment with accountability.•Perform additional duties as assigned.

Required Qualifications•Strong understanding of mixed finance tools, including tax credits, HUD funding, and private/public funding sources.•Ability to make objective decisions, assess situations, and provide clear recommendations.•Demonstrated ability to work with private entities in real estate partnerships and improve productivity among staff.•Strong understanding of federal guidelines, processes, and financial documentation.•Excellent written and verbal communication skills, with the ability to present financial information clearly.•Proficiency in financial applications, with advanced knowledge of Excel, Word, and Access.•Familiarity with Generally Accepted Accounting Principles (GAAP) and zero-based budgeting concepts.•Experience working with financial applications in a PIC operating system and UNIX-based systems.•Successful history of interaction with community-based organizations involving low-income individuals.

Preferred Qualifications•Certified Public Accountant (CPA) certification (preferred).•Degree in Business Administration with a focus on finance/accounting, or equivalent education and experience.•8-10 years of experience as a Controller or Accounting Director.•5 years of experience in affordable housing or public sector fiscal activities, including budgeting.•Extensive experience preparing financial projections, housing pro forma, and related analysis.•Experience in real estate financing.

Certifications•Certified Public Accountant (preferred).

Physical Demands and Work Environment•Ability to remain in a stationary position for extended periods, operate office equipment, and attend meetings both onsite and offsite.•Ability to perform duties in a high-stress environment and effectively communicate in person, in writing, and via email/telephone.

Other Requirements•Must possess a valid driver's license and maintain an insurable driving record in accordance with the Client auto liability policy.
