Description
The Department of Energy (DOE) Hanford Field Office (HFO) requires general support services for the Hanford Office of Communications (HOC). The HOC division requires
two (2) full-time equivalent (FTE)
general support contractors (1920 labor hours each) to provide support in the following critical project areas: Tank Waste Operations, Waste Treatment Plant Construction, Waste Treatment Plant Operations, Risk Reduction and Site Services/Operations.
Required services by those critical project areas consist of the following:
•Help HOC staff prepare communications materials on the three priority mission themes identified by the HFO Manager: tank waste operations and treatment for safe disposal; risk-reduction; and infrastructure operations.
•Develop comprehensive communication strategies on technical subjects, to inform and educate internal and external stakeholders, media, and the general public.
•Prepare media engagement materials, usually on short deadline and sometimes requiring research and understanding of technical material.
•Develop, coordinate, review, and approve communication products, including but not limited to press releases, responses to media inquiries, agency newsletter articles, social media posts, presentations, announcements, fact sheets, and fliers on the Hanford Site cleanup mission.
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner. The Contractor employee shall submit a weekly report to the technical monitor addressing work accomplished, and deliverable progress.
Requirements
MINIMUM QUALIFICATIONS REQUIRED
Contractor personnel shall possess the following minimum qualifications:
•Education - BS/BA degree in communications or a related field of study. Six years of experience may be substituted for BS/BA degree.
•Minimum of five years of relevant experience.
PREFERRED EXPERIENCE & CAPABILITIES
•Demonstrated experience writing and editing in the Associated Press style.
•Demonstrated experience writing for external audiences about complex or technical topics.
•Demonstrated familiarity or relevant experience in media strategies and tools.
•Demonstrated familiarity or relevant experience to interface successfully with senior level management.
•Ability to work with government and contractor personnel to problem solve and formulate strategies for success.
•Excellent written and verbal communications skills.
•Proficient knowledge of MS Word, MS PowerPoint, Excel, and/or other MS Office tools.
•Demonstrated familiarity or relevant experience associated with the Hanford Site mission, activities and priorities. (preferred)
OTHER REQUIREMENTS
•Non-Disclosure/Conflict of Interest form signed by both the general support contractor and authorized contractor representative must be submitted to procurement before any work/support can start.
•Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
•Compliance with site specific safety and security requirements, including badging and office protocols.
•U.S. Citizenship
LOCATION
Work shall be conducted at the Hanford Field Office and the Hanford Site in Richland, WA. This position may be telework eligible at the discretion of the Technical Monitor (TM) in consultation with the Contracting Officer (CO).
If this position is identified as telework eligible, there will be a 30-day waiting period in which 100% in-office support will be expected.
The CO may waive the 30-day waiting period requirement if the TM agrees. If in-person support is identified as required for any reason and for any length of time by the TM or CO, the contractor shall report for duty in-person as requested.
