Trillium Professional is now seeking a Technical Project Manager in Quincy, MA for a hybrid position.
The Executive Office of Elder Affairs (EOEA) is looking for a technical project manager to support and identify the technical, business, and financial requirements for implementing and maintaining a Massachusetts SCSEP technology software integration with [what system?]. The goal of such integration is to improve the efficiency and effectiveness of SCSEP enrollment, case management, training and ultimately placement into permanent employment.
EOEA now directly oversees all day-to-day SCSEP activity, having recently transitioned the management of its Senior Community Service Employment Program (MA-SCSEP) from three community organizations contracting with EOEA to provide SCSEP services. Encompassing a person-centered approach in which each consumer engages with SCSEP through a single-entry point, this model requires paperless transactions by each enrollee for payroll, ongoing updated data entry, and document uploading for annual eligibility confirmation resulting in federally mandated reporting analysis. A secure private material storage for medical profiles, social security information, state and federal individual immigration status are some of the required materials for each enrollee file. Currently, there is no software system that compiles required program eligibility documentation for individual enrollees. Physical storage for documents is not available long term. Data storage of enrollee information is processed through a few systems that do not communicate through interfacing.
Presently, EOEA support staff work with enrollees to gather pertinent documents that need to be signed, scanned and uploaded for official record retention to ensure that enrollee goals are documented and available for revision. Interactive data entry, uploading of eligibility documents, and validation in the Grantee Performance Management System (GPMS) does not provide the type of user-friendly interaction that is needed. For example, GPMS is not capable of attaching documents to each enrollee record. The system case note fields are limited in character and do not allow extended notation per enrollee record. There is also a need for seamless online processing of enrollees that will match them to employment agencies according to their profile. Data storage, interfacing with other systems, and backup data storage is the goal for enrollee record management. Technology portal processing of enrollees is vital to implementing the Workforce Investment Opportunity Act 2024-2028 State Plan initiatives that ensures privacy, online and on-site outreach activities to all potential consumers.
The success of improving the fragmented technology systems currently available to the SCSEP staff requires SCSEP to procure a technology project manager to review and make recommendations in the following areas:
Assess MA-SCSEP current software systems.Gather information on existing state technologies that are used with similar interfacing.Develop approach to Integrate SCSEP’s current data entry processing with Massachusetts One Stop Employment System (MOSES)
Job Duties and Responsibilities:-The technology project manager will develop a strategic plan that will build upon the progress of EOEA’s existing GPMS work and extended collaborative work with the state DOL employment system.-Effectively communicate with business teams, technical staff, and leadership across multiple disciplines to convey technical concepts in simple business terms.-Adhere to EOHHS project management methodology, policy, and procedures, as well as quality assurance standards.-Manage and monitor systems operations and resources to research, track problems, and resolve and/or implement.-Lead activities to support routine operations invoice management, budget tracking, and reporting.-Coordinate with Business Analysts, SQA, Development, and other teams and peer managers to ensure timely and precise operations and projects.-Institute appropriate controls to manage project scope and track changes through periodic reviews and/or evaluations.-Prepare and distribute weekly project status reports on progress against planned, risks, and mitigation strategies.-Monitor results against established timelines, deliverables, tasks, and associated technical specifications to mitigate project delay or failure.-Responsible for overall coordination, status reporting and stability of project and operations and oriented work efforts.-Develop project plans estimating the time, equipment, and staff requirements for current or proposed systems and projects, ensuring all projects are delivered on time within the stipulated scope and budget.-Lead the initiation, planning, and implementation of the project (s) and ensure technical feasibility in collaboration with teams.-Lead and develop project plans and track to completion managing risks, issues, and constraints.-Coordinate with internal and external parties for the execution of projects according to requirements.-Manage relationships between internal teams, vendors, and stakeholders.-Define business and technical priorities toward developing project requirements and policies.

-Five (5) years of experience in IT project management with a capability of managing complex, cross-functional IT projects; experience working in a Project Portfolio Management environment a plus-Two (2) years of related experience in a supervisory capacity managing a small to medium sized team in a large IT enterprise environment.-Strong analytical skills, with the ability to independently analyze document findings and recommend solutions.-Creative problem-solving and critical thinking skills-Excellent verbal and written communication skills; presentation and policy writing skills-Advanced experience in Microsoft Office (Excel, Word, Visio, PowerPoint, SharePoint and Project)-Methodical and detail-orientated to support invoice management, budget tracking, and reporting.-Exceptional time management skills, with the ability to effectively delegate and multi-task.-Proven conflict management and managerial skills; decision-making and negotiation skills-Strong interpersonal, presentation skills, and documentation skills-Ability to collaboratively work with technical and non-technical staff, as well as upper management.-Strong ability to follow through on tasks to completion.
