Job Description:Performs highly advanced and/or supervisory (senior-level) professional administrative and policy analysis work. Work involves administering, monitoring, and evaluating the development and operation of a wellness program consistent with activities specified in GOVERNMENT CODE CHAPTER 664. STATE EMPLOYEES HEALTH FITNESS AND EDUCATION (texas.gov). May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions:Oversees, plans, and directs organizational wellness strategies is compliance with statutory requirements, identified system gaps and studies of work problems related to wellness.• While serving at the direction of the Workforce Development Director, may serve as a consultative resource to the full DFPS executive leadership team and advise the Commissioner and Deputy Commissioner on strategies and policy recommendations focused on supporting, building, and maintaining a wellness culture at the department.• Serves as the Department of Family and Protective Services (DFPS) Principal Wellness Administrator and provides consultative services and technical assistance support regarding the DFPS Wellness Program to agency divisions.• Serves as the liaison to the Employee Retirement System (ERS) of Texas regarding benefits for DFPS• Coordinates initiatives, planning and resource development geared at enhancing overall employee wellness and addressing workforce secondary trauma.• Develops the DFPS wellness strategic plan for executive approval. Implements the approved plan.

Oversees, and/or designs, evaluates, recommends, and approves changes to forms and reports.• Manages and coordinates wellness and benefits related projects, initiatives and programs, obtains reports, analyzes data, and develops guidance and recommendations to improve policies, procedure, and wellness programming for the agency.• Researches and evaluates program trends and approaches, and develops written assessments, evaluations, and recommendations.• Serves as subject matter expert regarding state and DFPS benefits programs and coordinates the provision of advice and direction related to HR policies and procedures in collaboration with the HR department.Develops solutions to highly complex organizational issues and concerns, develops organizational change strategies and plans, and/or conducts training for their implementation.• Develops short-range, medium-range and long-range strategic plans for building wellness culture, focused on resiliency from and impacts of secondary trauma, which includes recommendations on policy and practices that align with a wellness culture.• Plans, develops, coordinates, and implements initiatives and strategic projects related to wellness operations including working on and/or overseeing the most complex program assignments; and develops and implements wellness policies and procedures.• Plans and coordinates training for the agency focused on wellness or related subject matter.• Completes research analysis and prepares HR and Wellness administrative reports, studies, and specialized research projects.

Advises management on agency studies by identifying priorities and defining study scope, purpose, objectives, time frames, and resource requirements.• Facilitates analyses designed to identify trends or issues that impair employee wellness and makes recommendations on addressing assessed trends and issues.• Conducts presentations to agency executives and other child welfare stakeholders on the outcomes of agency studies and makes recommendations on noted findings.• Completes research analysis and prepares Wellness administrative reports, studies, and specialized research projects.

Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.• Aids in the creation of data dashboards or data collection strategies that assists in the interpretation of historical, current, or projected data affiliated with employee wellness.• Uses interpreted data in the development of policies, procedures or system changes that improves outcomes for department.

Reviews and evaluates new or improved business and management practices for application to agency programs or operations.• Researches best practices in wellness and assesses implementation feasibility by examining costs, timeline(s) and agency priorities.• Evaluates agency programs to determine efficacy of wellness related practices and policies and scalability of these practices and policies to other programs and divisions within the agency.• Develops strategies and proposals of wellness initiatives for executive approval• Prepares reports and presentations, and delivers presentations related to agency wellness activities.• Compiles statical reports to help drive business practices and strategic decision making.

Reviews and evaluates recommendations for improvement and corrective action to standardizeor improve organizational systems.• Oversees feedback and complaints received, related to Wellness, and recommends and implements policies to improve agency infrastructure to allow for increased worksite wellness.• Assists the Workforce Development Director and HR Director of Operations/Executive Coordinator with executive level internal investigations of grievances and complaints and assist with recommending appropriate action.• Is the principle point of contact for improvements to the agency EAP program.

Reviews comprehensive technical records and reports that present and interpret data, identifies alternatives, and makes and justifies recommendations.• Coordinates and meets with DFPS Executive Leadership staff and program staff across the agency to collect, organize, analyze and prepare reports, memos and provide feedback on DFPS memos, circulars, policies, reports and other documents for both internal and external consumption regarding DFPS related activities.• Plans, develops coordinates and implements the DFPS Wellness Program, State Employee Charitable Campaign, and Employee Assistance Program (EAP) in compliance with agency division resources, policies, and procedures.

Evaluates agency functions and activities being considered for conversion to contract operations.• Collaborates with agency Contract Managers to develop or amend contracted services as wellness needs change or are newly identified.• Assesses and coordinates DFPS wellness needs with vendors and monitors the Employee Assistance Program contract on the effectiveness of the contract for DFPS and relays DFPS needs for consideration during contract renewal or rebid.• Identifies and tracks EAP contracting needs and leads efforts to improve outcomes associated with this contract.

Evaluates industry developments and makes recommendations for possible agency application.• Monitors and reviews best practice strategies and interventions and makes recommendations on the feasibility of implementation of those approaches by the department.• Presents findings and data to staff and executive leadership and collects qualitative and quantitative data to inform strategic planning and policy implementation derived from the analysis of this data.

May supervise the work of others.• Leads group and individual meetings and trainings with team of Wellness Coordinators to ensure they receive the information needed to maintain their regional role.• Oversees the Regional Wellness Coordinators to ensure that they are meeting expectations and the regional staff's wellness needs while ensuring compliance with policy.• Responsible for creating, incentivizing, and training on recruitment strategies aimed at soliciting and retaining volunteer Regional Wellness Coordinators.• Oversees, supports, and facilitates activities of all agency volunteer wellness coordinators across the state by distributing wellness information, identifying unmet wellness needs, coordinating access to new or existing wellness resources, and maintaining current wellness activities to develops solutions and coordinate resources that supports systemic implementation on new programs in compliance with policy.

Knowledge Skills Abilities:• Knowledge of organizational development and management practices as applied to the analysis, evaluation, development and implementation of programs, policies, and procedures; of methods and procedures analysis techniques; of work simplification methods; of forms and records design and control procedures; and of statistical analysis directly or indirectly related to wellness.

• Skill in the use of a computer and applicable software.

• Ability to evaluate problems, to develop alternative solutions, to oversee studies, to develop and interpret policies and procedures, to design programs or training to implement policies and procedures, to prepare concise reports, to communicate effectively, and to supervise the work of others.

Initial Selection Criteria:Experience in organizational wellness, trauma informed care methods or organizational development work.

Graduation from an accredited four-year college or university with major coursework in businessadministration, public health, social work or a related field is generally preferred. Experience and education may be substituted for one another.
