REPORTS TO:
Executive Director, Workforce Development & Lifelong Learning
PRINCIPAL RESPONSIBILITIES:
Provides direction and guidance to the Youth Services team.
Oversees the intake and certification process for the Workforce Innovation and Opportunity Act (WIOA) Youth Program.
Represents Youth Services programs in the community via meetings, presentations, and events.
Works with the HSE team to determine the support needed for their positions.
Recruits and advises applicants of eligibility requirements.
Reviews applicant files to certify eligible WFNJ program participants.
Recruits and monitors work experience sites to ensure compliance with labor laws.
Tracks status and outcomes of WFNJ participants and provides reports in a timely manner.
Establishes and maintains essential records and files, which includes data entry into customer management system.
Prepares records for federal/state monitoring visits.
Utilizes various electronic and manual reporting systems.
Schedules Youth Program Information Sessions.
Ensures scheduling of Labor Market Orientation for each youth.
Prepares youth to be work-ready through workshops.
Prepares and verifies Youth Services’ payroll and incentives through timesheets and documents.
Follows up with participants to ensure compliance and satisfaction with programs.
Develops, organizes, and maintains a referral network and resources for WFNJ participants.
Provides case management and referrals to qualified agencies for counseling.
Serves as a liaison to the Board of Social Services, training providers, and community agencies.
Reports accidents that occur and obtains completed accident forms immediately.
Provides any correspondence and reports as required.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Associate degree
Three (3) years of experience in case management
Knowledge of WIOA legislation, its regulations, and certification processes
Proficiency in Microsoft Office (Word and Excel)
Driver’s license and reliable transportation
PREFERRED QUALIFICATIONS:
Case management experience with youth
Experience with Community Partnerships
SUPPLEMENTAL INFORMATION:
Duration: Until 8/31/2026, with the potential to extend beyond this date, contingent on funding.
Locations: New Brunswick and Perth Amboy Sites.
Schedule: Monday to Friday, 8:30 a.m. – 4:30 p.m.
This is a specially funded position, dependent for its existence upon federal, State, or other non-College operating funds, and is not funded pursuant to the regular College budget. Continued employment is always contingent upon satisfactory performance and College needs. Grant funded positions are also contingent upon continued funding. This appointment is for the specified period only. Employment beyond the expiration date of the grant is subject to appropriate provisions of existing collectively bargained agreements in effect at the time for employees covered by those agreements.
