Description:General Description:

This is a Permanent Supportive Housing Program dedicated to serving the chronically homeless population in Montgomery County, MD. In accordance with MCCH’s policy, program staff uses the principles of Harm-Reduction and Trauma Informed Care while providing an overall support system for clients. The Program Director will provide overall leadership and guidance to two permanent supportive housing programs serving the chronically homeless population in Montgomery County, MD. The programs under the Program Director’s leadership include Keys First (KF), CHIP, Operation Homecoming, and RRH.

The Program Director will oversee the clinical teams, and the property management teams for each program.

Essential Duties and Responsibilities:

Provides on-going supervision to case managers, peer specialists, and supportive housing case aides.

Responsible for the overall quality and delivery of services provided to clients.

Prepares reports to ensure grant compliance and creates/updates policies and procedures to enhance programs.

Responsible for achieving performance/ outcome measures and complying with all funding requirements.

Ensures all resident data is compiled and entered into the Homeless Management Information System (HMIS) – Service Point.

Obtains client referrals and interviews applicants for housing.

Functions as chief liaison between the county contractor monitors and the programs.

Assists development staff in accessing private and public resources.

Identifies potential problems in personnel management, availability of resources, and participates in the management and resolution of these problems.

Collaborates on the development of new program activities.

Participates as deemed appropriate in community events or efforts.

Signs leases and housing applications on behalf of MCCH.

Acts as the chief liaison with the property management company regarding landlord/tenant issues, subsidy payments, and client certifications/ re-certifications.

Assists in developing funds and resources to access private and public funding programs and reviews and approves all requests for program monies.

Represents agency in meetings with other organizations.

Reviews clients’ files for client progress and needs assessment/evaluation, monitors all residents’ service plans and oversees client selection and individual service plans.

Provides services to clients including, creating recreational and educational programs, support and interventions for those in crisis, and providing referrals to community health services, psychiatric services, vocational and substance abuse treatment programs.

Supports clinical team with assessing client behaviors.

Serves as a liaison with other organizations, responsible for maintaining relationships with consultants and other service providers to program including psychiatrists, vocational specialists, and outside case managers.

Comply with payroll deadlines to include auditing and approving timesheets and staff leave requests.

Read and respond to emails from HR, Senior Staff, external constituents and colleagues promptly.

Submits accurate and complete expense reports, credit card reconciliations and other documents to the Accounting department according to established deadlines.

Overseeing Budget-to-Actuals monitoring and reporting.

Seeks continuous feedback and opportunities for development.

Manage the performance, disciplinary and coaching process and provides feedback and development opportunities to staff.

Knowledgeable of and compliant with all MCCH policies and procedures, federal and state employment laws as related to hiring, managing, leading and developing staff.

Submits accurate and audited documents to HMIS, HUD, HHS, or internal departmentsRequirements:

Required Knowledge, Skills, and Abilities:

Masters Degree in Human Services related field; may accept Bachelor’s degree with 7+ years of field experience.

Minimum of two years of supervisory experience.

Hands-on experience in social and human services field dealing with diverse populations.

Functional knowledge of word processing and spreadsheet software.

Knowledge of principles, methods and procedures of case management, trauma informed care, harm reduction and housing first.

Knowledge of principles, methods and procedures in handling addiction, mental illness and co-occuring diagnosed populations.

Ability to negotiate and maintain positive relationships with co-workers and clients.

Ability to manage and maintain fiscal accountability.

Ability to comprehend and follow guidelines of grants and contract agreements.

Passion to advocate for the implementation of best practices to serve individuals and families experiencing homelessness.
