The Office of City Finance (OCF) is an autonomous independent office within the Department of Finance and Administrative Services (FAS).

OCF

is responsible for the financial operations of the City of Seattle. Working in partnership with the City’s Budget Director, OCF oversees the City’s financial control functions and enterprise reporting responsibilities. OCF, which includes approximately 130 employees, manages enterprise-wide transaction programs and is comprised of the following divisions: Citywide Accounting and Payroll Services, Treasury Services, Risk Management and Claims Processing, License and Tax Administration, Business Systems, Debt Management and Policy and Partnerships. OCF also supports the City Council and its staff by providing financial information and technical expertise as they develop financial policies.

Business Systems

is one of the divisions in the Office of City Finance. The purpose of the division is to oversee City Finance’s engagement of the ERP systems in Finance and HR, Timekeeping and Payroll. This also includes tertiary systems supporting Treasury, License and Tax Management. The Business System division is composed of 30 staff with two deputy directors.

Job Purpose This senior executive-level position is a key member of the Office of City Finance Executive Team. The Business System Director develops and executes enterprise integration strategies that will improve collaboration in implementing business process areas for City Finance, HR, Timekeeping, and Payroll. The director understands business objectives and identifies technology solutions to solve business problems by working closely with the senior OCF team and other key stakeholders. The Business System Director is responsible for overseeing the effective operation of all applications in the ERP ecosystem and integrating data to various environments. The Business Systems Director will ensure solid, repeatable, documented processes and policies are in place, followed, and maintained. Key responsibilities include:

As a key member of the executive leadership team, provide leadership and direction to the Business System teams, fostering a culture of continuous improvement and innovation. Oversee all technical aspects of project management, including planning, budgeting, staffing, and risk management. Work with key stakeholders to identify business requirements and translate them into best-in-class business solutions. Ensure data integrity, security, and compliance within the systems managed by the division. Develop and execute a comprehensive strategy aligned with the business objectives, for both short-term execution and long-term system development. Monitor and evaluate system performance, making necessary adjustments to enhance efficiency and effectiveness. Cultivate and manage effective relationships with vendors and service providers. Support the development of employees that improves performance, creates, and maintains a work environment that cultivates talent, and ensures the continuity of leadership for the organization.

Minimum Qualifications: Qualified candidates must have a BS or BA degree in Finance, Accounting, Business, Technology, Information Systems, or an equivalent degree. Advanced skill using Microsoft Office Suite applications and project management tools and Agile methodologies. Familiarity with governmental accounting regulations and compliance standards. Competitive candidates will also possess most/all of the following desired qualifications: Certifications such as Project Management Professional, Scaled Agile etc. Proven experience in PeopleSoft Financials and Workday (Financials and HCM). Strong understanding of data integration (inbound and outbound). Pay The full salary range for this classification is $62.08/hour - $102.42/hour. After a pay equity budget analysis, the salary range for this role has been identified as $81.41/hour - $94.34/hour or $170,000 - $197,000 annually.
