Director of Personnel and Labor Relations
DEPARTMENT: PERSONNEL
GENERAL DESCRIPTION:
This is very responsible work, planning, organizing and administering all aspects of the personnel and labor relations functions, recruitment, employee orientation, position classifications and compensation, personnel policies and procedures, employee professional development, training and wellness. Responsibilities also include the administration of employee retirement benefits, affirmative action and support of the City’s risk management program.
SUPERVISION RECEIVED:
Works under the general direction of the Mayor within applicable federal, state and local laws, regulations and ordinances.
SUPERVISION EXERCISED:
Supervises staff employees: Administrative Assistant, Benefits Coordinator, and HR Generalist.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Develops, recommends and directs all activities of the municipal personnel program prescribed in ordinances and the city charter pertaining to employee recruitment, selection, orientation and placement, plus those activities required to fulfill the related public personnel functions of employee evaluation, training, professional development, employee classification and compensation, employee relations and progressive discipline, record keeping, and research.
Identifies needs and recommends revising programs or developing new programs in these functional areas.
Responsible for resolving employee relations including Collective Bargaining.
Participates in labor relation strategies and negotiations.
Ensures compliance with all EEO regulations; administers the city's affirmative action program; reviews departmental affirmative action goals and timetables and makes recommendations for resolution of fair employment practices cases. Serves as the city's sexual harassment officer for the purpose of receiving and investigating complaints.
Conducts organizational studies and recommends changes in organizational structure and staffing.
Conducts salary and benefits surveys and recommends revisions to salary plans and employee benefits during the budget process.
Develops and administers screening and testing programs under the personnel rules and establishes eligibility lists.
Serves as trustee of the City of West Haven 401(K) Defined Contribution Plan. Supervises the everyday operation of the City of West Haven’s 401(K) Defined Pension Plan.
Assists in the creation of employment policies and procedures ensuring that they reflect the organization’s practices and standards; updates and maintains employment policies and procedures as required.
Oversees the benefits for city retirees and monitors payment for said benefits.
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of the principles of personnel administration and employee relations and of the techniques utilized in these fields, particularly as they relate to the public sector.
Considerable knowledge of municipal organization and of a wide variety of positions common to public organizations.
Considerable ability to make clear and logical written and oral presentations.
Considerable ability to originate and establish long-range plans for the personnel programs of the municipality.
Considerable ability in written and oral communication and establish and maintain effective working relationships with superiors, associates, subordinates, employees and their representatives, elected officials, professional groups, officials of other agencies, consultants and the general public.
Good ability to plan, assign, supervise, and coordinate the activities of clerical employees engaged in personnel staff functions.
Good ability to negotiate collective bargaining contracts and resolve grievances.
Knowledge of local, state and federal laws and regulations governing personnel practices.
Knowledge of the collective bargaining process.
QUALIFICATIONS:
A bachelor's degree in business or public administration or a closely related field from a recognized college or university, plus five years of progressively responsible experience in private or public personnel administration, including collective bargaining experience or equivalent experience. Human Resource Certification preferred: SHRM-SCP or SPHR.
SPECIAL REQUIREMENTS:
Valid CT Driver’s License.

Standard office equipment; motor vehicle.
