Emerging Threat Senior Risk Analyst

Mission:
The Federal Emergency Management Agency (FEMA) Office of Emerging Threats (OET), formerly the Chemical, Biological, Radiological, and Nuclear (CBRN) Office, was rebranded to meet new mission requirements on June 12, 2023. OET is responsible for identifying, assessing, and informing FEMA and its mission partners of emerging threats that may significantly challenge the Nation's core capabilities for incident response and recovery. This realignment leverages existing resources to address a wider range of threats while maintaining legacy CBRN capabilities and programs. Emerging threats include those that are expanding, evolving, or novel, such as cyberattacks, climate change, weapons of mass destruction technologies, etc., and they bring new challenges to FEMA's response and recovery mission. Such threats require close, proactive linkages between intelligence, data analytics, and assessed risk to drive FEMA and mission partner response and recovery capability development, planning, and operations. OET work products involve extensive collaboration and coordination with a wide array of mission partners internal and external to FEMA.
Position:
BryceTech requires experienced senior risk analyst services in support of the FEMA OET Professional and Technical Services Contract.
Position Responsibilities:
Responsible for providing high level vision to program/project manager or senior leadership to influence objectives of complex efforts.
Provides guidance on the functional procedures/processes/policies reflecting detailed knowledge of functional areas.
Will lead in-depth research in support of studies and analyses.
Provide primary support to the ongoing identification and analysis of emerging threats to FEMA and the FEMA mission space. This includes the ongoing weeklyreview, analysis, and risk-scoring of and reporting on both government- and open source-derived threat-related information and intelligence and development of FEMA-specific analysis information products at both the unclassified and classified levels (up to and including Top Secret/Special Compartmented Information [TS-SCI] -designated material). The information products developed focus on identifying the specific risks FEMA likely will face should an emerging threat materialize, along with specific recommendations on how to address the threat. They also include analysis of potentially impacted communities, including vulnerable populations and critical community lifelines.
Support the ongoing update and management of the OET Emerging Threat Dashboard to provide ongoing awareness of identified emerging threats and access to corresponding OET information products and analyses.Contribute to the development of more in-depth risk and gap analyses on emerging threats that represent the greatest potential impacts to FEMA and its key mission partners.Develop tailored information products that communicate to FEMA and its mission partners the results of the information collection and analyses process to inform policy, planning, capability development, and strategic resource investments to address identified gaps and support incident response and recovery activities relevant to specific emerging threats.Other Relevant Information:
Previous work experience (government employee or contractor) with FEMA or a state and local emergency management agency is preferred, but not required.The individual selected for this position must be a U.S. citizen and successfully undergo Department of Homeland Security suitability screening as part of contract/task order onboarding requirements. Additionally, as this position involves the performance of duties related to the analysis of classified materials, the individual selected must have a currently active Top Secret clearance and be able to meet SCI "read-on" requirements as part of the FEMA onboarding process.The primary place of performance for this position will be a combination of weekly on-site work at FEMA Headquarters, 500 C Street, SW, Washington, D.C. (including work to be performed within a Special Compartmented Information Facility [SCIF]); cleared contractor facilities; and home of residence, subject to adjustment to evolving FEMA classified work environment requirements, work-from-home policies, and specific work products assigned.Qualifications:
Bachelor's degree in related area of expertise.Each Subject Mater Expert normally has a minimum of fifteen (15) years' experience in their specific area of expertise.Previous experience supporting DHS FEMA is required and DHS FEMA CBRN experience is highly desirable.A TS/SCI Security clearance is required.
