Job Description
SUMMARY DESCRIPTION:
Under direction of director of labor relations, , the coordinator provides program and project planning, implementation, analysis, and evaluation of the critical contract administration, professional learning, labor relations, and compliance initiatives. Work requires the analysis and assessment of unique circumstances and issues. Coordinates and collaborates with school-based, central services and outside organizations on special projects as assigned. Develops memos, presentations, and other products. Plans, coordinates, and delivers system wide meetings and trainings to support the fidelity of and/or the implementation of contract administration, areas associated with labor relations, regulation and policy review and development. Coordinates the effective implementation of new contract language in collaboration with the associations and Montgomery County Public Schools (MCPS) leadership. Works with executive staff and leaders in departments across the district to enact the vision through the implementation of the collective bargaining agreements. Establishes and maintains a strong, positive working relationship with the three association leaders and their staff, school-based and central services staff and leaders. Facilitates timely delivery of products and services aligned with the office's and districts strategic priorities. This is a union-exempt position.

KNOWLEDGE, SKILLS, and ABILITIES:
Thorough knowledge of public school organizational structure, governance practices for public school boards of education, public school policies and regulations.. Strong understanding of employee performance management program, (such as the MCEA, MCAAP/MCBOA, and SEIU Professional Growth Systems) and collective bargaining agreements. Strong knowledge of effective labor practices, labor laws, negotiation strategy. Thorough knowledge of current practices and procedures in program development, professional development, interest-based bargaining and leadership, and assessment of programmatic needs to support continuous improvement efforts. Ability to forge positive relationships with staff and community based on transparent, two-way meaningful communications. Skilled at communicating information clearly, using multiple modes, and skilled at planning and delivering engaging instruction to adults. Demonstrated ability in comprehensive project and process management and complex problem-solving analysis and solving. systems. Ability to interpret guidelines and apply judgment to non-standard situations. Ability to manage multiple complex projects and achieve results within required time, functionality, performance, quality, and budget requirements. Ability to prepare papers and presentations on key work efforts. Ability to exercise independent initiative, establish priorities, organize resources, and make procedural decisions and judgments on sensitive, confidential issues. Ability to work with a diverse team with excellent planning, organization, management, communications (oral and written), and interpersonal skills. Exceptional leadership and supervisory skills, and the ability to maintain confidentiality.
EDUCATION, TRAINING, and EXPERIENCE:
Bachelor's degree required. Master's degree from an accredited college or university in educational administration, human resources, business, or supervision preferred. Minimum of five years of experience in process management, comprehensive data analysis and data driven decision-making; managing projects that require substantial interaction across all levels of an organization and community stakeholders. A minimum of two years of progressive experience as a school-based or central services administrator, preferably in a school system, and experience utilizing strategic models for developing and monitoring key work processes and key performance indicators. Minimum of one year of experience in labor relations, collective bargaining (interest based and/or positional) preferred. Strong experience using technology to improve communication, manage projects, and create holistic organization. Demonstrated excellence in designing, developing, and delivering professional development and adult professional learning. Other combinations of applicable education, training and experience, which provide the knowledge abilities and skills necessary to perform effectively in the position may be considered.
