OPENS: 15 OCTOBER 2024 CLOSES: 29 OCTOBER 2024 Air Force Civilian Service is currently seeking a full-time Supervisory Acquisition Program Management Specialist to work in the Air Force Nuclear Weapons Center, Intercontinental Ballistic Missile (ICBM) Systems Directorate, Sentinel Systems Division at Hill Air Force Base near Layton, Utah. This position (988509) is an NH-1101-04 position which has a typical 2024 salary range of $122,198 - $186,854. *This position is not eligible for remote or full time telework; situational-based agreements may be available at the discretion of the hiring manager. The primary purpose of this position is to serve as Sentinel's Deputy System Program Manager (SPM) assisting the Military SPM in the execution of the total acquisition and sustainment strategy for the ACAT ID nuclear Intercontinental Ballistic Missile (ICBM) program which will replace the Minuteman III weapon system and secure one third of the Nuclear Triad through 2075. The Deputy SPM oversees all functions of the Sentinel Enterprise Program Office and spearheads the day-to-day activities of the workforce. This position is a Key Leadership Position (KLP) and is integral to the success of Sentinel throughout the acquisition lifecycle and into Sustainment; prospective employees must meet KLP requirements to be considered for this position. DUTIES: (NOT ALL-INCLUSIVE)
As the Sentinel Civilian Deputy SPM at the NH-04 level, oversees and supervises multiple Sentinel Branch Chiefs (NH-04s & Colonels) while serving as a Second Line Supervisor. Oversees multiple aspects of the program office to include product support, deployment, security, information technology, infrastructure, military construction, digital acquisition and engineering, software, test, product systems, and risk management. Focuses on all aspects of Sentinel's ACAT 1D acquisition lifecycle, including all deliverables for acquisition milestones. Oversees the Government Critical Path, key milestones, and Transition & Deployment of the new weapon system. Oversees all civilian and military personnel assignments and actions for the entire program office. Spearheads monthly funds reviews while executing obligation and expenditure goals; builds and maintains budgets, schedules, and performance standards for the team. Serves as the Sentinel Focal Point to the Government Accounting Office (GAO). Serves as the Senior Representative to the Sentinel Federally Funded Research Development Centers and University Affiliated Research Centers partners for the program. Oversees and leads various senior level working groups and teams ensuring the integration of all program participants to solve critical program issues and concerns. Assists in setting the strategy to meet SPM's expectations and regularly communicates program status. Serves as a Senior Mentor while helping train the entire Sentinel workforce. Promotes the professional development of the entire program office and fosters a collaborative culture that sustains the momentum around employee engagement and inclusion, affordability, innovation, value growth and continuous improvement. Oversees and supports Digital Acquisition & Engineering concept planning; design and development; and integration, testing and verification at the system, element, or component level. Continually engages with an extended and geographically dispersed team including subject matter experts from across the ICBM Systems Directorate, Aerospace, Defense Contract Management Agency, Missile Defense Agency, Navy SSP, Navy Crane, Navy Corona, and others to ensure the program's acquisition strategy and activities are successfully planned, coordinated, and executed. SKILLS: This position requires eight (8) or more years of progressively complex acquisition experience, with at least 2 years in a program office or similar organization. Experience in planning, organizing, and directing the functions and staff in critical aspects of development and production, support of systems, subsystems or equipment and coordinating various aspects of systems acquisitions such as engineering, contracting, financial management, configuration, test, and manufacturing is highly valued. Demonstrated ability to analyze complex results and reach technically informed decisions or recommendations to senior leaders is highly valued. Strong communication, leadership skills, coalition building, strategic/innovative thinking and second level supervision at the NH-04 level is highly valued. Familiarity with Digital Acquisition & Engineering concept planning, and others to develop and execute digital acquisition and sustainment is preferred. Experience with organizational team building, leading the integration of multiple organizations, and setting clear mission objectives to achieve desired results and outcomes is preferred. Candidate should meet KLP requirements specified in the requirements section below.
