About the Role & TeamThe Manager, Strategic Sourcing – Design & Construction (D&C), is responsible for leading a team of Sourcing professionals that coordinate the entire procurement process for design and construction projects, ensuring the timely acquisition of materials and services to achieve total cost of ownership, sustainment, efficient value, safety, and quality assurance and control (QA/QC). Proven and effective teamwork skills, and ability to identify needs to support Sourcing team, design team, finance & controls, project & construction management, and contractors throughout the project lifecycle. Come be part of this dynamic team!What You Will DoStrategic SourcingIdentify, evaluate, and qualify architects, designers, general contractors, vendors, suppliers, and other consultants based on a defined selection criteria on large-scale capital projectsCommunicate and report to management the status of any critical external contacts and/or market conditions or constraints that could affect planning and decision-makingManage the driven bidding processes (RFQ/RFP) for design and construction services in accordance with TWDC policy and procedures, including sole/single/preferred source evaluationEnsure compliance with Strategic Sourcing policies and standard processesProject Procurement PlanningEarly engagement in project development timeline from blue sky ideation, feasibility, concept, schematic, design development through completion of construction documentsSupervise and manage procurement costs, identifying and implementing cost benefit initiativesCost Control and Risk ManagementAnalyze market conditions and supply chain trends to develop necessary mitigation strategiesAssist, implement and influence supplier performance management programs that focus on contractual responsibility, quality, responsiveness and costContract ManagementAnalyze bids based on total cost of ownership and sustainment to achieve efficient valueNegotiate and finalize contracts and change with suppliers, ensuring favorable pricing, payment terms, delivery schedules, and quality standards, through contract close-outPrepare and manage clear, structured negotiations following pre-defined Strategic Sourcing methodologySupplier Relationship ManagementBuild and maintain strong relationships with key suppliers, ensuring open communication and timely resolution of issuesParticipate in professional development activities to keep abreast of current industry standard processes, applying Supplier Relationship Management (SRM) and market intelligence to leverage partner valueSafety and Quality AssuranceSupport project life cycle safety and quality standards for procured materials and services, including quality control requirementsWork with the safety and quality teams to address any concerns related to contracted workRequired Qualifications & SkillsSolid understanding of overall Design & Construction (D&C) in relevant industries such as General Contracting (GC), large subcontracting/sub-trades, construction supply chain and/or manufacturing, Architecture, Design & Engineering (AD&E)Experience with typical D&C procurement, bidding and contract/delivery strategies and associated legal templatesPreferred – Local D&C market knowledge, including bringing existing relationships with local construction organizations (i.e. Association of Builders & Contractors and/or Association of General Contractors), and key general contractors, subcontractors, designers and architects and their major players and leadership to the tableSkills/Specialized Knowledge/Competencies:Proven track record demonstrating integrity and ethics in all instancesAbility to engage and establish confidence and trusted relationships with senior leadership, and all position levels; both internal and externalSituational adaptability to internal partner focus – ability to identify changing needs and develop and implement strategies, processes and solutionsStrong understanding of design and construction processes, including technical specifications and industry standardsSolid leadership with experience in coaching, managing, and developing talentAbility to collaborate in a team environment (i.e., legal, controls, finance, risk management, safety, PM/CM team, etc.) and desire to work in a diverse and inclusive environmentAdvanced analytical and problem-solving to identify cost benefit opportunities and manage complex procurement challengesProven track record of meeting commitments and prioritization in a schedule-driven environmentRefined written and verbal communication, and proficient presentation abilitiesStrong negotiation skills, and project management experienceExperience and expertise with various systems/platforms and toolsWork Experience:10+ years of experience in one or more of the following subject areasOn-Site/Field Construction and project developmentPreferred - Construction Management (CM) and/or Project Management (PM)Architectural, Design and Engineering (AD&E), Pre-Construction, Estimating and/or Scheduling and PlanningSourcing and Procurement with a focus on associated contractual processes and strategiesFinance/ControlsInternal or external business consultingRequired Education:Bachelor’s degree required in construction, design, engineering, business administration, supply chain or other associated subject area.Master’s degree preferred.
