The Division of Child & Family Services (DCFS),is looking to fill a Financial Manager II position.

The Financial Manager II directs multiple fiscal activities for a large complex division and advises division directors regarding fiscal operations,develops and implements division procedures and controls to manage budgeting,accounting,contracts,and other financial services; and assists division executive management by providing detailed financial analysis,monitoring budget and expenditures and supporting strategic decision making and resource optimization. The Financial Manager II also supervises a professional level accounting team including: hiring recommendations; determining workload and delegating assignments; training,monitoring,and evaluating performance; and initiating corrective and disciplinary actions including terminations if necessary.

This position is open to telework options. The State of Utah requires all employees to physically work inside the State of Utah Boundaries. The position is part of the DCFS state office team located in Salt Lake City.

Principal Duties

Managing accounting or budget activities and providing fiscal information. Serving as the fiscal lead for Division monthly financial forecasting. Developing budgets including fund allocation,revenue allocation and monitoring,budget projection,expenditures,etc. Working collaboratively with the Division Administrator Service Director and the financ e team on the monthly forecasting,budget monitoring and year-end closeout process. Managing a team of Financial Analysts. Managing special fiscal projects or activities of a highly specialized nature (i.e. Social Service Building Grant report,Year-end closeout report,etc.). Developing and/or updating internal guidelines,financial processes,policies,and/or standards,etc. Performing statistical and/or actuarial analysis by applying appropriate protocols in analyzing data and reaching accurate conclusions. Interpreting,clarifying,explaining,and applying agency policy and procedures,business practices,federal and/or state laws and regulations,etc. Analyzing,summarizing,and/or reviewing data; reporting findings,interpreting results,and/or making recommendations. Reviewing fiscal operations to ensure integrity,accuracy,and control of data. Supervising subordinate personnel including: hiring,determining workload and delegating assignments,training,monitoring and evaluating performance,and initiating corrective and/or disciplinary actions. Representing the agency with federal,state,and local government units,in the media,and/or with private organizations.

Qualifications

Extensive experience with financial modeling,financial forecasting and reporting. Strong understandi ng of government accounting and federal programs. Foundational understanding of the principles,theories,and practices of budget management. The ability to come up with unusual or creative ideas about a given topic or situation,or to develop creative ways to solve a problem. Determining how money will be spent to get the work done,and accounting for these expenditures. Considering the relative costs and benefits of potential actions to choose the most appropriate one. Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.

Preference

Preference may be given to candidates who have:

A Bachelors or higher degree in Accounting,Finance,Business,Economics,or closely related field,with at least three years of professional experience in the field of finance,OR seven r more years of professional work experience in Financial Management OR a combination of education and professional work experience. Experience in managing a multi-million dollar complex budget.
