Job Summary
The Associate Vice President of Budget Planning and Financial Management assists the Senior Associate Vice President for Finance with leadership in planning, creating, and administering the $750 million campus budget, which includes five auxiliaries, NCAA Division I athletics and a compensation benefit pool. In addition to the campus operating budget, this position oversees the campus and auxiliary capital budget and debt program. This position influences university-wide strategies and decisions which have a high level of exposure and potential for a material influence on campus fiscal health or public perception; provides leadership to coordinate and prepare budgetary recommendations with each university VP; and participates in several university-wide committees.
Key ResponsibilitiesDevelop and maintain a multi-year financial plan, including enrollment based revenues and state supportAdvise Cabinet and campus leaders on budget and fiscal policy, analyzing data and developing fiscal strategyCommunicate and maintain financial transparency of the university’s budgetMaintain a high level of expertise and knowledge of university-wide fiscal resources and their interconnectedness when making fiscal recommendations to the cabinetManage campus tuition and fee revenue budgetsManage university-wide reserves and commitments against those reservesManage the centralized benefit pools for the primary operating fundManage university capital budget ($240 million) and debt programManage federal grant programs including emergency aidPrepare and coordinate the university-wide budget oversight policy, which includes making recommendations to the CFO for actions needed to resolve discrepanciesAdminister the campus cost allocation plan to ensure operating fund resources are managed in accordance with policyOversight and guidance in the Student Fee Policy including modification and establishment of fees, appropriate use of fees, and fiscal oversightProvide leadership to coordinate and prepare budgetary recommendations with each university VPProvide projections to cabinet throughout the yearProvide leadership on several university-wide committees including Joint Enrollment, Budget Advisory, and Campus Fee Advisory. Represent campus on system-wide Budget Officers AssociationOversee implementation and management of the budget process including allocation of commitments and managing business plan processesDevelop and publish the annual SJSU Budget Report and work with the CFO to prepare his/her annual budget presentation to the SenateDeliver standard and ad-hoc analysis and reporting of centrally managed resources, including variances to budgetEnsure key issues, risks, and business drivers are clearly understood and highlightedOversee the annual FIRMS budget and campus fee submissions to the Chancellor’s Office, prepare designation of reserve balancesOversee a team of four professionals responsible for critical financial processes such as budget planning, forecasting, reporting, analysis, and compliance

Anticipated Hiring Salary: $16,667/month
