Job Description
THE ACTUAL SALARY RANGE FOR THIS POSITION IS $225,000.00-$245,000.00.
The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority, with more than 176,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 200,000 additional tenants. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility.
Reporting directly to the Chief Executive Officer of the Housing Authority, the Chief Compliance Officer (“CCO”) will be responsible for overseeing NYCHA’s compliance with federal, state, and local regulatory obligations; regularly assessing the Authority’s compliance risks; developing and maintaining up to date procedures that are aligned with regulations and adopted by NYCHA staff; ensuring the accuracy of external regulatory reporting and statements by NYCHA; maintaining a forum for and taking action on compliance complaints made by NYCHA residents, employees, and external parties, as appropriate; and creating a culture of compliance through communication, training, and enforcement. NYCHA’s proposed candidate must receive the concurrence of NYCHA’s Federal Monitor after providing Department of Housing and Urban Development and the Southern District of New York an opportunity to comment on the candidate.
The CCO’s responsibilities include:
Monitor city, state and federal regulations to ensure that NYCHA's operational policies and procedures are up-to-date. Oversee the revision of existing policies and procedures and the creation of new ones.
Develop an annual compliance plan outlining NYCHA's risk exposure and where NYCHA will focus compliance efforts for the coming year.
Monitor the National Standards for the Physical Inspection of Real Estate (NSPIRE) inspection process to ensure the integrity of the process.
Ensure that compliance is integrated into property management, both frontline staff and management and overseeing compliance training for frontline staff and management.
Act as liaison to the Environmental Health and Safety Officer.
Communicate with the public and stakeholders regarding compliance issues, including creating a platform for employee and resident complaints.
Establish processes designed to ensure the accuracy of external reporting and statements by NYCHA.
Report regularly to the CEO on issues related to compliance and regulatory oversight.

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
Preferred Skills
A minimum of 10 years of full time satisfactory professional experience in law or compliance related management. A focus on complex organizational structures subject to regulatory oversight, or housing policy related to property management and health and safety preferred.
