Overview

Provides technical expertise and support associated with the development and operation of one or more of PNNL's individual SAS programs (topical areas) and technical advice and assistance for the development and operation of programs managed by others. Roles in the professional hierarchy are responsible for analysis and interpretation of DOE and other Government Agency regulations, laws, and orders, development of company policies and procedures, development and implementation of qualification training programs, leadership and oversight for the development, implementation and conduct of the assigned program elements (sub-topical areas), project management and oversight of assigned SAS project funding (to include budget development and cost control), and direct support to line management, project management, SAS program management, and the Federal SAS oversight entity for the evaluation and implementation of security requirements in the conduct of PNNL research and operations

Responsibilities

Develops Security Awareness communication strategy and plans, facilitates management and leadership consensus, and secures programmatic resources. In addition, the position, develops and executes strategic awareness plans, new security requirements campaigns that enhance the Laboratory's security compliance posture and reputation. The role demonstrates integration with the Laboratory and Directorate's strategy, and drives a security culture with staff, provides clarity on security processes, and enhances staff engagement, in partnership with senior management and DOE. Security Awareness collaborates with other adjacent functions throughout the lab to enable effective development of integrated information and security awareness plans. This will primarily focus on strategic awareness campaigns and organizational relationship development.

This position demonstrates leadership by translating strategy into specific goals and objectives. Works on complex problems and provides solutions which are innovative and creative. Skilled at working cross-functionally to understand problems and develop and implement solutions. Identifies improvement/efficiency opportunities both within and outside of the Security Awareness program. Demonstrates initiative to implement against opportunities including removing barriers and working successfully with a wide variety of staff and skill sets. Conducts mentoring and training activities for staff. Fosters collaboration and grows the skills of others.

Discipline, principal job duties/expectations, and qualitative and quantitative measures of performance that exceed the Functional Descriptor:Uses professional concepts and organization objectives to resolve complex security issues in creative and effective ways with an ability to balance long-term strategic goals with short-term priorities and network across management systems.Demonstrates understanding of how SAS actions and deliverables are dependent on and provide dependencies for other parts of the organization. Uses knowledge of those dependencies to increase SAS's effectiveness and influence.Leads inter-disciplinary/cross-functional teams to deliver on objectives and identifies issues, develops solutions, and manages implementation of PNNL-wide projects. Exercises independent judgment in methods, techniques and evaluation criteria for obtaining results.Internal and external Security contacts often involve coordination among Security Awareness teams across the DOE complex.Has the ability to oversee and coordinate services with the Training Division to monitor and track assigned staff and non-staff briefing requirements.Evaluates, using risk-based principles, PNNL compliance with internal and external laws, regulations and requirements that impact SAS.Presents in cross cutting interorganizational forums on awareness activities such as articles, videos, posters, flyers, presentations, and more to address immediate and future compliance concerns.Qualifications

Minimum Qualifications:

BS/BA and 9 years of relevant experience -OR-MS/MA or higher and 7 years of relevant experiencePreferred Qualifications:

Experience with DOE Security Awareness and other adjacent security programs.Experience as a project lead.Experience with Training development, maintenance, and tracking.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

* Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

*Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a "country of risk" without explicit approval by DOE and Battelle. Starting pay is calculated from the minimum of the pay range and actual placement in the range is determined based on an individual's relevant job-related skills, qualifications, and experience.
