Position Summary
RSI is seeking a full-time Senior Contract Specialist. This job is not Remote and will be on-site at our Oak Ridge, Tennessee office.
Primary ResponsibilitiesCompile and issue Request for Proposal and Request for Quote packagesCreate and issue basic materials purchase orders to suppliersCreate and issue a wide range of subcontracts to service, engineering, and construction providersRequest, review and analyze contractor cost proposals to determine reasonableness and acceptability of proposed costsUnderstand, oversee, and monitor flow down requirements from prime contracts with customersNegotiate price and terms with subcontractors and suppliersAdminister subcontract during performance including receipt, review, and dispositioning subcontractor requests for equitable adjustment and resolution of claims as well as ensuring payment is in accordance with the subcontract termsComplete company credit application requests as neededConduct subcontract closeout activities as neededReview and approve insurance certificates to ensure compliance with company requirementsTrack prime contract and subcontractor funding, period of performance and other relevant informationProvide various types of administrative support to members of the RSI team when neededAssist with review of procurement policies and procedures, helping with updates as neededMonitor changes to FAR and other related federal requirementsJob Knowledge/Qualifications
Strong attention to detail and propensity for accuracyDemonstrated administrative and organizational skillsStrong written and verbal communication skillsUnderstanding of basic legal terminology and legal concepts within terms and conditionsAbility to exhibit professionally sound interpersonal skills with subcontractors and customersAbility to work in fast-paced environment and handle competing prioritiesAbility to perform work independently with minimal management oversightFederal procurement, contract management and/or legal experienceProficient in Microsoft Office SuiteExperience with Deltek Costpoint is desiredCertificates/Security Clearances/Other
Minimum of 5 years' experience in federal contract administration, subcontract administration and/or procurement.Understanding of Federal Acquisition Regulation (FAR) and FAR Supplements, including Defense Federal Acquisition Regulation Supplement (DFARS) and Department of Energy Acquisition Regulation (DEAR)Clearance and Health Regiments
