The State of Mississippi, Division of Medicaid (DOM), is seeking proposals from interested and qualified professional entities to provide a Cloverleaf Interface Technical Consultant.
This consultant will assist DOM in the maintenance and enhancement of an Infor Cloverleaf system used by DOM to authenticate and transmit administrative and clinical data transactions between DOM and its data trading partners.
The resource will be required to be onsite for a project kickoff meeting. For the resource's onsite work, DOM will provide office space. DOM will provide the resource a computer and accounts needed to perform the job.
The project kickoff meeting will be held at DOM's Central Office location in the Walter Sillers Building at 550 High Street, Jackson, Mississippi, 39201. The resource must comply with all DOM security and physical access rules. The resource will be required to execute a Business Associate Agreement (BAA) with DOM.
This contract will be a one-year contract, with an option for two one-year renewals, for a total of three years.
The Cloverleaf Implementation Consultant will lead or assist DOM staff in performing the following Cloverleaf tasks: -
Maintenance and upgrades:
Planning changes and enhancements with a focus on scalability, reliability and security
Adding new interfaces and trading partner connections
Configuring security, documenting security configurations, and supporting security audits
Configuring logging, dashboards, reporting, and monitoring tools
Implementing and testing disaster recovery and high-availability configurations 2 4.

Collaborating with AWS resources at the State of Mississippi and relevant vendors to maintain the cloud environment, including assisting with changes and upgrades - Documenting all tasks and conducting knowledge transfer sessions with DOM staff
Required Skills/Experience
Provide the minimum required skills and/or experience the contractor must possess to qualify for this position. These requirements will be transferred to the Score Sheet and candidates without these requirements reflected on their resume will NOT be presented to the manager for consideration.
The successful resource will have five or more years of experience with the following skills: Experience installing, configuring and maintaining Infor Cloverleaf modules and components, to include:
- Cloverleaf Integration Services (CIS) Platform
- Cloverleaf Data Integrator - Cloverleaf Global Monitor
- Cloverleaf IHE (Integrating the Healthcare Enterprise) Module
- Cloverleaf Security Module
- Cloverleaf Web Services Adapter
Experience scripting and coding in languages to include:
- C++
- HTML
- Java
- SQL
- Tool Command Language (TCL)
- XML/XSLT
Experience installing, configuring and maintaining cloud services to include:
- Amazon Web Services (AWS)
- Microsoft Azure Experience in healthcare interoperability standards to include:
- HL7 - FHIR
- C-CDA
- IHE Patient Demographics Query (PDQ)
- IHE Cross-Enterprise Document Sharing (XDS)
- IHE Cross-Enterprise Document Reliable Interchange (XDR)
- IHE Cross-Community Access (XCA)
Experience testing and troubleshooting networking problems and components, including firewalls and load balancers.
