Basic FunctionHF Sinclair in Cheyenne, WY is seeking a Strategic Sourcing Specialist to act as an integrated business partner who facilitates an organized and collaborative approach to leveraging targeted spend across the location(s) with selected suppliers that are best suited to create enabling value. Understands business requirements and aids in market analysis, supplier identification, sourcing evaluation, negotiation, selection, and drives continuous improvement with the existing supplier base. May direct or lead the work of others from time-to-time.Job DutiesStakeholder Engagement and Collaboration:Build strong relationships with internal stakeholders by understanding their strategic and tactical business needs/goals, and align procurement support and strategy accordinglyPartner with affected stakeholders to develop holistic strategies and submissions to company Supply Chain Committees
Procurement and SourcingPrepare RFx and manage sourcing events for purchase of goods and services exceeding company bid threshold, including bid evaluationsDevelop and implement purpose-fit scorecards for each sourcing event to ensure objective evaluation of suppliers
Supplier Selection and Relationship ManagementIdentify and select suppliers based on criteria including safety, assurance of supply, quality, service, cost and innovationMaintain positive business relationships with suppliersConduct regular supplier performance reviews and implement improvement plans
Negotiations and Contract ManagementNegotiate terms and conditions, hour labor/equipment rates, mark-ups, and prices with suppliersPrepare, negotiate, and manage procurement agreements, including master agreementsIdentify and act on opportunities for value generation throughout the end-to-end procurement process
Track System ManagementMonitors compliance to ensure that all TRACK processes, submittals, and approval procedures are being followed and submitted on a timely basis for assigned refinery(ies). Review and modify TRACK work processes as needed
Compliance, Training and Reporting:Ensure procurement procedures and guidelines are followed, identify issues as they arise, recommend and develop changes, and participate in their implementationAudit and monitor supplier capabilities, performance, costs, and adherence to terms and conditions
ExperienceA minimum of 2 years related experience in procurement, supply chain management, strategic sourcing, finance or operations management is required.Education LevelA minimum of a Bachelors Degree in Business Administration, Supply Chain Management, or a related field. Each year of experience over two in procurement or inventory control may be substituted for one year of education (10 years total experience required w/o education).Supervisory/Managerial ResponsibilityMay fill in for departmental manager. May lead Buyer(s) in prioritization of activities and development within respective categories/departments.Work ConditionsOffice based with occasional refinery visits and with up to 5% travel required by land and air. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver-based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, fumes and airborne particles. Subject to all temperatures, weather and varying road conditions.
