Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Program Analyst. Duty Location: Sacramento, California Responsibilities - Provides direction and guidance to program and project managers in the development and preparation of multi-year and long-range project planning. - Develops and maintains business practice documentation, checklists, training materials, and other tools for use by program and project managers. - In coordination with Budget Analysts, Program Support Specialists, and Project Managers, enters and maintains project data in electronic databases, including those for Capital Improvements and Repair Needs. - Reviews regional Capital Investment and Repair Needs data to ensure entries are consistent with project plans and estimates and are valid for reporting under the requirements the Transparency Act. - Monitors project implementation milestone tracking and reviews requests for variances for Capitalized OM&R, Extraordinary Maintenance, and Construction projects. - Maintain regular communication with Budget Analysts, Program Support Specialists, and Project Managers to discuss project implementation status, upcoming milestones, and funding needs. - Provides regional management recommendations on project funding and prioritization based on mission dependency, Operations and Maintenance (O&M) status, scope of benefits, repayment, project status, and consequences of failure. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience. Experience performing budget formulation and/or execution functions. Examples of such experience could include: Identifying and analyzing changes in budgetary and/or financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of program objectives; OR Analyzing budget and/or financial program data to develop annual and multi-year budget estimates for assigned programs and activities; OR Conducting research, identifying, and analyzing trends in the use of funds, and recommending adjustments in program spending that require the rescheduling of program workloads; OR Assisting program managers and staff officials in interpreting the impact of, and planning for, multi-year financial/budgetary and program changes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
