Description
Under general direction, the purpose of the position is to perform highly responsible management, supervisory and administrative duties within the Construction / Licensing Division of the Community Development Services Department. Employee in this classification performs at a senior professional level, and are responsible for the administration for building services, all licensing within the department, variety of administrative and support functions, and managing, supervising and directing departmental personnel to achieve an effective operational organization. An employee in this position must exercise considerable independent judgment. Duties require that a substantial portion of the employee's time is spent dealing with the public. The employee must reflect a positive image of the City to residents, business and property owners, professional groups, and other agencies at all times.Hiring Salary Range:
$82,362.00 - $103,676.00 (Annually)Examples of Duties
Because it is difficult if not impossible to present a finite list of every possible function to be performed by employee, the City of Wilton Manors reserves the right in its sole and absolute discretion to modify and update this job description and to ask employee to perform tasks beyond the duties presented herein. In the event a change is necessary to update the essential functions of the job, the City will provide as much notice as practicable to the employee.Receives inquiries and requests from the general public, residents, businesses, property owners, professional groups, and other agencies, ascertains their needs and provides appropriate assistance and information through friendly, professional customer service skills.Conduct a series of monthly reports for internal staff, external entities, and the general public.Liaison for Records Retention for all divisions within the Community Development Services Department.Liaison for Fixed Assets for all divisions within the Community Development Services Department.Assist with the budget preparation for the Community Development Services Department.Assist with the creation of Goals and Objectives for the Construction / Licensing Division.Monitor and maintain the purchase of office supplies in accordance within purchasing policies and budget.Generates and mails various memos, notices, licenses, letters, and other relevant material to customers; in accordance with departmental policies and procedures.Responsible for the creation and maintaining of checklists, how-to-guides, general forms, and applications within the Construction / Licensing Division.Coordinates the activities of staff, ensuring efficient office operations. Oversees the daily operations of staff, delegates authority and responsibilities to staff ensuring accountability.Identify solutions for administrative and procedural operation to promote increased efficiency.Enforces policies and procedures for the Construction / Licensing Division to promote maximum office efficiency and effectiveness.Provide necessary training and cross-training, guidance and motivation to the staff within the Community Development Services Department.Manage, supervise and direct department personnel under the Construction / Licensing Division to achieve an effective operational organization.Complete annual evaluations for the Construction / Licensing Division staff.Recommends hiring, promotion, discipline, and termination of Construction / Licensing Division staff.Ability to establish and maintain effective working relationships.Maintain a pleasant and secure working environment.Assist as primary aide to the Community Development Services Director.Continually educating the public on processes and procedures for the Construction / Licensing Division.Handling escalated customer service / permitting issues.Receives online applications, processes, disperses, issues, files or uploads all papers and documents relating to all licenses within the department, including the collection of the applicable fees and processing of annual renewals. Licensing includes, but is not limited to, Business Tax Receipts, Residential Rental Licenses, Vacation Rental Certification of Completion, Solicitors / Peddler Licenses, Commercial Recycling Licenses, Medical Marijuana Retail Center Licenses, and Vacant Property Registrations.Ascertains that all necessary information is shown on license applications and other related documents relevant to the daily function of the Community Services Department's operation.Is able to distinguish among a wide variety of businesses and occupations.Recommends measures for correcting violations.Appears before the Special Magistrate as necessary.Is able to perform administrative function as needed, utilizes computer skills, and maintains database for all licensing and permitting within the Community Development Services Department.Generates reports of licensing and compliance activity related to all licensing and permitting within the Community Development Services Department.Liaison for Community Development Services website.Performs related duties as required.
Typical Qualifications
Any combination of training and experience which would provide required knowledge, skills, and abilities are qualifying. A typical way to obtain the required qualifications would be: High School Diploma or GED; supplemented by five (5) to seven (7) years responsible customer service experience; or an equivalent combination of education, training, and experience. Extensive supervisory, business tax receipts, customer service and permitting experience required.
