Digital Transformation Vice Presidency

The Digital Transformation Vertical Vice Presidency was established on July 1, 2024, and will guide World Bank Group efforts to establish the foundations of a digital economy, build and enhance digital and data infrastructure, ensure cybersecurity and data privacy for institutions, businesses, and citizens, and advance digital government services. Digital technologies, including AI and data, present a unique opportunity to accelerate development. The Digital Transformation Vertical will have the critical mission of delivering on this development promise. The Digital Vice Presidency and its global and regional teams will support client countries in building the foundational and cross-cutting elements of digital transformation through two engagement pillars, six business lines, and multiple cross-cutting areas:

• Digital Core: Building digital infrastructure through broadband network, affordable devices; Enhancing data infrastructure including data centers, cloud solutions and data governance; Enabling AI and cutting-edge technology applications; and Protecting institutions, businesses, and citizens through cybersecurity, data protection & privacy, trust services as well as online safety.• Digital Use: Supporting the Regions and the Verticals of People, Prosperity, Planet, and Infrastructure in the digitalization efforts of clients through Digital Government (digital public infrastructure, digital government services, and digital literacy and training), Digital Economy (national ICT planning, ICT industry and jobs, and smart infra and industry) and Digital Society (digital school, digital health, etc.).• Both pillars will be the channels through which the Vertical will support World Bank achieving its objectives in cross-cutting areas like jobs and skills, climate and green, fragility, conflict and violence, and gender and inclusion.

Development Effectiveness Unit

The Development Effectiveness Unit will play an important role in advising the VP and DSO on all matters pertaining to strategic planning and management, program management including trust fund oversight, monitoring and evaluation, stakeholder engagement, knowledge management, collaboration with Regions and Verticals, and outreach to external partners. The Unit will support VPU's engagement on corporate priorities including Knowledge Compact, Operations Efficiency and Effectiveness, Corporate Scorecard and other initiatives aimed at achieving speed, scale and impact.

The selected manager will be responsible for setting up the Unit by bringing together the different functions to create an integrated workflow employing state of the art digital tools, building a strong team and creating effective collaboration channels with Global and Regional Managers of the Vertical and other Development Effectiveness Managers

The Manager will be accountable for the following areas:

Strategy and Business Management• Provide advice and coordinate strategic and operational input on lending, portfolio management, knowledge management and country engagement products together with Global and Regional Managers.• Support the development of global and regional knowledge products and ASA pipeline that reflects the Vertical strategic priorities with a focus on supporting customized digital solutions at speed, scale and impact.• Develop and maintain a Digital Dashboard that provides real time metrics of the Vertical's global work program including regional lending and portfolio projects, global and regional knowledge products, Trust Fund and Partnership management.• Oversee the implementation and full cascading of communication around Knowledge Compact Operations Efficiency and Effectiveness initiatives, and other corporate efforts including recent targets and the role the Vertical plays in these.• In coordination with the BPS and HR teams, ensure coherence between the Vertical work program and the staffing and BB resources.• Represent the Vertical in corporate fora, including the Operations Board, COS Talent Board and other.• Prepare and coordinate regional responses to corporate position and approach papers, including SMD meetings, OC Meetings, MVP meetings.• Prepare/Coordinate inputs into Vertical Strategy, Board Engagement and Updates, MOU and other global products.

People/Talent Management

• Collaborate with Global and Regional Managers on strategic staffing responses to meet demand.• Manage staff recruitment, development, deployment, coaching and evaluation, including through active participation in Operations Board led talent management exercises.• Assess skills mix issues, manage work loads of staff.• Manage VPU's Staff Learning Program.

Resource Management

• Manage resources efficiently and to regional and Bank standards to ensure appropriate staffing and program expenditures with impeccable administration.

Relationship Management

• Dialogue with Global Directors, Global Managers, Regional Managers, Program Managers and others on matters pertaining to the Unit including policy issues, partnership opportunities and Vertical priorities.• As a member of the Vertical Management Team contribute to the functioning of the VPU.• Coordinate relations with IFC and MIGA. Support the building of external partnerships with tech firms, startups, academia, think tanks and international organizations.

Knowledge Management

• Promote and manage Vertical-led WBG Academies including working with GMs to identify topics, content and partners, and manage logistics of the roll.• Maintain and promote development of the Vertical's knowledge work through state-of-the-art digital tools working in collaboration with ISG.

Selection Criteria

• Minimum of a master's degree in a relevant field (e.g. engineering/technology, management, business administration, or another field related to development) with a minimum of 12 years' relevant experience.• Deep understanding and extensive multi regional and global expertise and understanding of development challenges and opportunities for digital transformation.• Integrative skills. Leading work on integrating divergent views in a coherent manner, including advising global/regional/task teams as to how integrate corporate/vertical/regional priorities into strategic directions.• Internal and External Stakeholder Engagement. Proven ability to lead dialogue with high level external and internal clients both public and private sector partners and manage relationships with Board members. Multiregional experience in facilitating engagement with counterparts is desired.• Knowledge of Bank instruments, policies, and procedures, and ability to proactively apply them. Experience in leading/advising teams in lending operations and knowledge including high-quality practical advice to management and teams on complex geopolitical issues.• Operational knowledge sharing. Multi-regional experience in implementation of learning initiatives to upgrade skills of staff and clients to increase effectiveness of our engagement. Consistent record of effective mentoring of staff on strategic, operational and career development issues.• Strategy formulation and policy and program design. Experience of leading policy dialogue around country or sector-specific issues, form partnerships, and build common approaches with relevant stakeholders and development partners based on relevant best practices.• Portfolio management and results monitoring and evaluation. Demonstrated ability to provide strategic leadership on key strategic, global and regional operational/knowledge priorities. Demonstrated ability in setting up internal review and portfolio quality management systems. Leading major analytical work on portfolio performance. Leading business planning process. Ensuring financial underpinning of program/strategy implementation.
