Job Duties

NOVA VDOT Interstate Maintenance is seeking a Residency Maintenance Program Manager to provide coordination, integration, and management of resources allocated to the residency maintenance program. You will plan and direct residency maintenance operations, develop and manage workforce development, maintenance schedules, long range strategic plans, organizational initiatives and budgets. In addition to coordinating and directing emergency operations.

Responsibilities will include but may not be limited to:

Financial Documentation- Enact fund transfers through journal entries in web based automated accounting system. Develop and present reports related to status of funds, projected expenditures, trends and spend plans. Prepare budget and other financial presentations.

Emergency Operations- Manage and oversee emergency preparedness and operations within the Residency. Secure hired equipment and other emergency resources and establish snow removal and emergency response plans. Track, coordinate, monitor and provide financial reports for emergency projects (declared or non-declared emergencies). Monitor VA Traffic and provide reports. Assist with training and coordination of on-call response to emergency events. Assist with development, coordination, and implementation of emergency operations procedures. Serve as liaison between district, Central Office, FEMA, FHWA, and field operations during emergency events.

Program Delivery- Manage and guide non-TAMS maintenance contract staff and activities. Monitor operations and plans for environmental compliance and compliance on projects and activities within residency's control. Track maintenance contracts and coordinate efforts with contracting staff. Manage compilation and submission of contracts. Manage progress on projects to include timeframes and funding levels. Provide updates to management and field operations.

Budgeting- Plan and expend financial resources to fulfill needs. Monitor expenditures and status of allocations and make adjustments. Manage purchasing, inventory and accounts receivables. Provide guidance and technical assistance to others during budget preparation process. Monitor expenditures and analyze data for planning and program requirements. Review funding requests, perform cost analyses, and make determinations for the transfer of funds.

Minimum Qualifications• Knowledge of local, rural, urban highway bridge design, construction, and maintenance operations.• Considerable knowledge of federal, state and agency transportation rules, regulations and funding policies.• Ability to work independently to set priorities, schedules, resolve issues and make decisions.• Valid driver's license.• Experience gathering and analyzing data and preparing technical reports and presentations.• Considerable knowledge of transportation maintenance operations to include equipment, materials, and methods.• Knowledge of emergency operations planning, implementation and monitoring.• Skill in the use of computers and software applications to include automated financial management programs.• Experience with contract development and administration of goods and service contracts.• Experience developing and managing multiple budgets and financial documents.

Additional Considerations• A combination of training, experience, or education in Civil Engineering, Business Administration or related field desired.• Progressively responsible experience in maintenance and operations management.• Experience working with FEMA and FHWA reimbursement process.
