The NYC Department of Homeless Services (DHS) is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other Public Agencies and Not-for-Profit Partners, the Department of Homeless Services works to prevent homelessness before it occurs, reduce street homelessness, and assist New Yorkers to transition from shelter into appropriate permanent housing.
The Division of Rehousing Operations, located within the Placement Division of the Department of Homeless Services (DHS) is responsible for creating new housing opportunities for DHS clients to exit shelter to permanency.
The Department of Homeless Services (DHS) is recruiting for one (1) Administrative Housing Development Specialist M-II to function as Director for Affordable Housing Services, who will:
-Evaluate housing projects, budgets, and underwriting.
-Create new policies and tools as it relates to the creation of affordable housing through the Master Lease and other DSS/DHS/HRA programs.
-Facilitate projects from inception to budget negotiation, through contract registration.
-Defining and negotiating business terms to advance DHS goals and policy objectives.
-Serve as a liaison to external partners, including for-Profit and Non-Profit Developers, Banks, and other Government Agencies as well as various departments at DHS, HRA and DSS to execute successful projects.
-Advise on best practices and policies for housing projects that come through the Master Lease and other DSS/DHS/HRA housing programs.
-Support the issuance of Requests for Proposals ("RFPs") a by performing financial modeling of anticipated affordability scenarios.
-Take on special projects to support other time-sensitive DHS Housing priorities as needed.
Hours/Schedule: Monday - Friday 9:00AM-5:00PM
Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in the development, design, construction, appraisal, financing, negotiation or disposition of real estate or in real estate law, or in urban planning, design or renewal, or analytical or coordination work related to housing programs; at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above; or
2. Education and/or experience which is equivalent to "1" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have three years of work experience including at least 18 months of executive, administrative, managerial or supervisory experience as described in "1" above.
