The Houston Information IT Services (HITS) Department provides enterprise IT services for the City of Houston. These services include voice and network, cyber-security, email and communication platforms and shared enterprise applications that are used by all City employees.
The IT Architect - Infrastructure (Construction) position is responsible for building and managing an IT construction practice for new building construction and renovation projects to ensure IT standards are incorporated into the construction plans. This will ensure the design and installation of IT rooms, pathway, cabling and equipment are in compliance with the City's Facility IT Standards.
DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONSThe IT Architect - Infrastructure (Construction) will serve as the interface for capital planning, design and construction phases for low voltage systems, specifically IT and Security systems. This role will focus on supporting construction management and project oversight on behalf of HITS.In addition, this position will have the following responsibilities:Facilitate development and semi-annual update of instructions to architects and MEP design engineers for design requirements for communications equipment rooms
IDF/MDF design (standard size for new build construction, building placement, proximity to threats, shared tenant design where applicable, etc.)Primary and backup power requirementsHVAC requirementsFire suppressionGroundingLightingCable tray and/or raised floor requirementsRacks & cabinets o Access control & surveillance for comm rooms
Facilitate development of technology standards in CSI format for all major building-related IT Systems
Communications cabling & related terminations within IDFs/MDFsData network (wired & wireless) & any public Wi-Fi requirements (if applicable)Distributed antenna system(s) (for in-building agency radio and cellular carrier coverage)Telco demarc(s)Access controlSurveillanceSupport for building automation control systems (lighting, fire alarm, HVAC, elevators, etc.)Fuel island stations o Room scheduling and control systemsDigital signageTelevision distribution
Function as point person for IT activities on capital projects
Planning requirements (prior to establishing project budget and issuing design consulting contracts)Design review @ 30%, 65%, 90%, 100% (or equivalent) stagesCoordinate owner and design consultant inspection, punch list creation, and acceptance of constructed IT rooms & assetsEnsure IT receives applicable as-built documentsFunction as liaison between construction divisions and HITS on all major construction projects to include project management and oversight of all HITS division's participation (Radio, Desktop, Applications, Network, etc.)Regularly Report status/risks/resource needs to executive leadershipWork with GSD and construction teams to resolve any issues that arise while ensuring the integrity of the defined standards.
Manages/Supervises/Leads a technical team focused on building and managing IT Standards for City building construction projects. This position will be responsible for assigning duties, instructing, directing, and checking the work of subordinate team members. Also responsible for quality assurance reviews of projects and support activities of the team and evaluation and documentation of team procedures. It will be the responsibility of this individual to manage a yearly performance evaluation plan based upon goals that support the strategy of the overall organization for each subordinate. Prioritize and assign tasks to ensure that the team's resources are used effectively and that work schedules and targets are met.WORKING CONDITIONS:There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. May occasionally require work in outdoor environment.MINIMUM REQUIREMENTS
EDUCATIONRequires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field.Holds multiple system-specific technical certifications; recognized as having mastery of a particular technical discipline.A Master's degree in Computer Science or Management and Information Systems or closely related field may be substituted for up to two (2) years of the experience requirement.
EXPERIENCEAt least ten (10) years of specialized experience in an IT infrastructure system.
