Job Description:The Identity and Access Management Analyst I (Cybersecurity Analyst I) is responsible for managing the creation and deletion of network accounts, applications, and resources for a large workforce consisting of over 12,000 employees, contractors, and external partners. This role plays a critical part in ensuring that the DFPS network and data are secure from unauthorized access. To succeed in this role, a high level of proficiency in Identity and Access Management (IAM) systems is required, along with a deep understanding of Active Directory, Exchange, and Azure, as well as their interconnected workings.

The ideal candidate for the job should have the ability to conduct a thorough risk analysis and efficiently identify discrepancies related to network access and provisioning. It is important that the candidate understands the significance of automation and system integration in enhancing data source proficiency. Additionally, the candidate must display advanced-level troubleshooting skills for both on-premises and cloud-based provisioning applications and resources.

The Identity and Access Management Analyst I will work together with the IT department to rectify any provisioning and network-related issues. They may also occasionally educate end-users on how to utilize DFPS provisioning systems. The candidate will work independently and will have considerable latitude for taking initiative and using independent judgment.

The mission of DFPS is to protect children, the elderly, and people with disabilities from abuse, neglect, and exploitation by involving clients, families, and communities. The Identity and Access Management Analyst I is expected to work collaboratively with other team members from a positive, proactive, mission-first perspective.

This is a full-time position that requires the candidate to work 40 hours a week. The position is 100% telework within the state of Texas, and the candidate is expected to have personal Wi-Fi and webcam capabilities to perform their job duties during work hours. The candidate may be required to work outside of regular hours, and travel to other Austin DFPS offices may also be necessary. The candidate will work under limited supervision but with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:Attends work on a regular and predictable schedule in accordance with agency leave policy.

•EJF #1: Manages the DFPS internal provisioning system, handling requests for network accounts, applications, and resource access. Ensures strict compliance with all prerequisites, approvals, and requirements before provisioning access. Adheres to internal policies governing the de-provisioning of access and the secure transmission of confidential data.

•EJF #2: Manages the Identity and Access Management Analyst ticket queue and resolves end-user issues that require additional support beyond the DFPS internal provisioning system.

•EJF #3: Performs advanced-level troubleshooting and testing within applications and processes characterized by internal dependencies. Collaborates with IT and other Program Areas as needed.

•EJF #4: Ensures network security by promoting security awareness and educating users, contributing to improving application/resource provisioning and network management.

•EJF #5: Performs other related work as assigned.

Knowledge Skills Abilities:•Knowledge and experience in Identity and Access Management (IAM) practices, fundamental concepts, and systems.

•Knowledgeable and skilled in troubleshooting issues related to Active Directory, Office 365, and Azure.

•Knowledge and proficiency in PowerShell scripting.

•Ability to work independently and make decisions based on policy, procedures, and fundamental principles.

•Excellent communication skills, both written and verbal; ability to communicate security and risk concepts to technical and non-technical audiences.

•Ability to perform risk assessments, identify and validate issues, and communicate solutions effectively to management.

•Ability to learn, comprehend, and implement new technologies, methodologies, and processes.

•Adaptable and flexible with the ability to change your approach to handle a situation when necessary.

•Train and educate end users on the fundamentals of IAM processes, specifically regarding provisioning.

•Experience working with ServiceNow as an Identity and Access Management (IAM) provision tool is highly desirable.

Initial Selection Criteria:3-Plus years of experience in Information Technology: focusing on provisioning, Active Directory, Office 365, and/or Azure administration.

It is strongly preferred that applicants have a major in information technology, computer information systems, cybersecurity, computer science, or a related field from an accredited four-year college or university. Education and experience may be substituted for one another.

Knowledge of PowerShell, SQL, and other scripting languages is preferred.
