As a Transportation Project Manager (Engineer II or Engineer III) with our Public Works Department, you'll have the opportunity to lead critical projects that include road expansions, intersection improvements, and capital initiatives that will directly impact the community. The annual hiring salary for the Engineer II is $85,525 to $102,671.74The annual hiring salary for the Engineer III is $93,223 to $111,913

Certificates/Security Clearances/Other

Minimum QualificationsEngineer II

Three years of full-time professional engineering experience related to transportation project management and surveying

Engineer III.Five years of full-time professional engineering experience related to transportation project management and surveyingPossess, or obtain upon hire, Professional Engineer (PE) License AND obtain Professional Engineer (PE) License in the state of Colorado within 6 months of hire.

In addition to the above, the successful candidate will also have:Bachelor's degree from an accredited college or university with major coursework in civil engineering or related engineering field.The bachelor's degree requirement will be waived if PE (Professional Engineer) License has been obtained via C.R.S. 12-25-114(1)(a).Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver's license not subject to restriction related to alcohol and/or drug violations or pending chargesPreferred QualificationsExperience with civil or water resources engineeringExperience with public speakingExperience working for municipal governments

Essential Job Functions - the basic job duties an employee must be able to perform:

Lead Major Infrastructure Projects: Oversee and coordinate large-scale civil engineering projects, from road expansions to critical stormwater management systems, ensuring that our city's infrastructure keeps pace with growth.Drive Capital Project Success: Provide technical expertise and project management for high-profile capital projects, ensuring they are delivered on time, within budget, and in line with community expectations.Engage with the Community: Lead public meetings, respond to inquiries from citizens, and work closely with stakeholders to ensure our projects meet the needs of the community.Collaborate Across Departments: Work hand-in-hand with Colorado Springs Utilities, Parks and Recreation, City Planning, and other city departments to ensure cohesive and effective project delivery.Manage Construction Contracts: Oversee the entire lifecycle of construction contracts, from selecting engineering consultants to managing construction phases, ensuring successful project outcomes.

Knowledge of:Advanced professional civil engineering principles, practices, and methodsPrinciples and practices of project managementPertinent federal, state, and local codes, laws, and regulations governing one or more of the following: EPA MS4 (Environmental Protection Agency Municipal Separate Storm Sewer System), FHWA (Federal Highway Administration) Grant funded project requirements, and the MUTCD (Manual on Uniform Traffic Control Devices) Traffic controlsMethods and techniques of engineering plan design, review, and approvalPrinciples of supervision and trainingPrinciples of business letter writing and technical report preparationConstruction management principlesAbility to:Oversee the development of accurate designs, plans, specifications, cost estimates, and complex engineering reportsPerform project management and professional civil engineering functionsProvide technical supervision and training to lower-level engineering staffEnsure project compliance with diverse and complex regulations, standards, and proceduresPrepare and administer project budgetsCommunicate clearly and concisely, verbally and in writingEstablish and maintain effective working relationships
