The Transportation and Smart Infrastructure Program Manager will provide senior leadership and management oversight for a portfolio of projects, clients, and business development activities pertaining to transportation planning and policy, transportation system management and operations (TSMO), Intelligent Transportation Systems (ITS), and connected and autonomous vehicles (CAV). She/he will be a recognized professional with active presence in industry and professional circles and will bring sustained relationships across USDOT including the FHWA Office of Operations, FHWA Office of Policy, ITS JPO, and other similar USDOT offices. The chosen candidate will be a highly qualified individual whose leadership in their technical areas is recognized both within and outside their organization. She/he will bring a deep understanding of current and future USDOT strategy and program priorities specifically focusing on TSMO, transportation planning and policy, ITS, and CAV. She/he will also demonstrate knowledge and understanding of related State DOT needs and priorities, and will be able to leverage their relationships to bring new business opportunities to Battelle.
The Program Manager will direct a key functional area within Battelle’s Transportation and Smart Infrastructure business and contribute to the continued growth of our business, technical capabilities, and staff. Other responsibilities include developing and implementing short and long-term business strategies, proposing and implementing R&D initiatives to advance our technical capabilities in strategic growth areas, recruiting and hiring staff, and mentoring and managing staff on programs and projects. She/he will have occasional interaction with senior management and will display the ability to effectively communicate across all levels of the organization.
Responsibilities
Serve as Program Manager on one or more USDOT IDIQ contract vehicles. This includes program oversight/execution, project management (scope, delivery quality, cost, schedule), technical task execution, proposal capture/development, subcontractor oversight/relationship management, and client relationship management.
Actively engage in outstanding technical research and studies to maintain and enhance Battelle’s transportation business line offerings.
Contribute substantively to planning and executing marketing and project development activities in Transportation Policy and Planning, Transportation Operations, TSMO, ITS, and CAV.
Routinely conceive and develop new projects.
Train, mentor, and lead staff, and assist management in evaluating the technical performance of other staff.
Work with management to develop capabilities required to support specific technical/business development objectives.
Proactively communicate with clients for clarification of project requirements and regular assessment of implementation progress.
Build client relationships to sustain and expand business opportunities.
Identify high growth/value opportunities for Battelle with clients and establish opportunity development capture plans; position Battelle to win follow on programs.
Contribute to business development and proposal activities including formulating win strategies, establishing teaming, leading proposal teams, developing technical and price proposals, and progressing capture and proposal efforts through standardized gate review processes.
Establish review procedures to ensure that proposed technical work can be accomplished as described within proposed cost, time and quality constraints. Coordinates the selection of proposal team member organizations (strategic partners, sub-contractors, universities, product lines, etc.) and the efforts of the proposal team to formulate an offering that persuasively presents the project approach that meets the client needs and documents the value created for the client by this approach at a competitive price.
Key Qualifications
Bachelor’s Degree in Civil Engineering, Transportation Engineering, Planning, or other relevant field and 7 years of experience in the transportation industry, with at least 5 years working directly with USDOT.
Demonstrated experience managing DOT or other government program/projects of $1M or greater value.
Demonstrated experience managing geographically dispersed staff.
Demonstrated understanding of surface transportation policy, planning, operations, and/or management activities.
Significant experience working proposals and supporting business development efforts.
Demonstrated ability to be agile and tackle multiple priorities while meeting key deadlines.
Excellent written and oral communications skills with hands-on experience developing presentations, technical reports, executive briefings, and other similar products for government clients.
Project Management Professional (PMP) Certification
Must be U.S. Citizen.
Preferred Qualifications
Bachelor's Degree in Civil Engineer, Transportation Engineering, Planning, or other relevant field and 12 years of experience in the transportation industry, with at least 10 years working directly with USDOT.
Demonstrated experience managing IDIQ contract vehicles for USDOT
