Job DescriptionSummary:

The

Vice President of Government & Regulatory Affairs

for the University of Maryland Medical System (UMMS or Medical System) reports to the Chief External Affairs Officer. This position leads the Medical System’s state legislative and regulatory advocacy efforts. The Vice President develops, maintains, and strengthens strategic relationships with key policymakers and external stakeholders. The Vice President represents the interests of the Medical System before the State Legislature and Executive Branch agencies. In partnership with other Medical System leaders, this role promotes UMMS’ anchor mission, organizational values, reputation for clinical excellence and commitment to the communities it serves by raising the visibility of the system.

Principal Responsibilities & Tasks:

Serve as lead UMMS lead lobbyist on state and regulatory public policy matters.

Develop, maintain and strengthen strategic relationships with key policymakers, legislative staff and executive branch representatives.

In coordination with the Chief External Affairs Officer, develop state legislative strategy.

Set annual legislative and policy agendas at the state level.

Develop and implement processes to solicit feedback and keep relevant UMMS leaders informed of government actions or impending actions impacting the system.

Monitor and coordinate UMMS response to legislation, budget proposals, regulatory changes, and other policy actions impacting the system.

Develop and deliver written and verbal testimony before legislative and administrative bodies.

Collaborate with hospital association and external hospital and health system counterparts across the state to achieve shared objectives and advance Medical System priorities.

Collaborate with relevant community and professional organizations to achieve complementary objectives.

Coordinate with UMMS’ local government affairs leads on public policy advocacy in relevant local jurisdictions.

At all times, conduct oneself in a manner that promotes UMMS reputation, organizational values and mission.

QualificationsEducation & Experience:

Juris Doctor, master’s degree or other professional degree in a relevant field is required.

Minimum of 10 years of experience in government, external, and/or public affairs is required.

Knowledge, Skills, and Abilities:

A keen understanding of UMMS’ mission, as well as working knowledge of health policy, government processes, structures, and dynamics that impact the organization.

Knowledge of and comfort with policymakers and government officials.

Established relationships with state legislative and executive branch officials and staff.

Proven ability to work collaboratively and perform in a high-pressure environment.

Knowledge and understanding of state policymaking, budget and regulatory processes.

Excellent writing and communication skills.

Strong research skills on matters of legislative history, budgeting, and policymaking.

Compensation

Pay Range: $300,000-360,000

Other Compensation (if applicable): Up to 40% bonus potential
