SuperintendentPOSITION SUMMARY:

The Chief Operations Officer (COO) will provide strategic leadership and oversight for all district operational functions including finance, transportation, food service, maintenance, safety & security, Rickman Auditorium, and extra-curricular activities and athletics. The COO will work closely with the Superintendent and other district leaders to ensure safe, efficient, and effective operations that support the educational mission of the district.ESSENTIAL FUNCTIONS:Serve as a member of the Superintendent's Cabinet by participating in regularly scheduled meetings with the leadership team of the district. Report back to the Superintendent through regularly scheduled meetings on progress related to goals and job responsibilities as they connect to the CSIP goals, outcomes, strategies, and action steps.Collaborate with the Superintendent and other district leaders to align operational strategies with overall district goals.Attend and participate in regular and special meetings of the Board of Education (BOE). Prepare and submit recommendations, reports, and information to the BOE for the administering of the district budget, financial policies and procedures, tax rate information for residents, financial reports, audit findings, construction reports, and other information as needed.Collaborate with the Executive Director of Finance to continuously analyze the district’s financial condition for the purpose of ensuring the availability of resources to meet current and future strategic objectives.Review contracts and projects for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget.Oversee development of the annual budget, revenue and expenditures projections, enrollment, and long-range facilities plans for the purpose of managing the district’s fiscal responsibilities.Approve various budgetary functions for the purpose of ensuring compliance with regulatory and administrative requirements.Direct the development of tax levies, bond projects, bond approval, and bond issuance for the purpose of providing information and general support.Oversee completion of assigned program and/or departmental responsibilities for the purpose of achieving organizational objectives and ensuring compliance with legal, financial, and district requirements. Collaborate with direct reports to ensure achievement of district goals and responsibilities, delegating tasks effectively when appropriate.Provide direct oversight of the directors and supervisors in finance, transportation, food service, maintenance, and Rickman auditorium.Develop and implement strategic plans and operational policies and procedures to enhance the efficiency and effectiveness of district operations across all departments.Attend and participate in collective bargaining meetings and processes directing the discussion on financial issues, and oversee the development of related salary schedules.Oversee and manage the district’s bidding process.Oversee the district’s facility usage program.Effectively communicate with stakeholders at all levels regarding the operations of the district.Ensure the effective management of safe, reliable transportation and quality food service programs that meet student needs as well as all state and federal requirements.Guide the maintenance director in overseeing the upkeep and improvement of school facilities, including Rickman Auditorium.Coordinate the implementation of the district crisis plan and manage the district crisis team. Assist the district and buildings with crisis situations, tactical, security and emergency plans.Maintain and review comprehensive safety and security protocols in collaboration with the safety team, revising as needed. Work with local law enforcement and safety agencies to ensure the security of students and staff.Lead emergency preparedness initiatives and foster a culture of safety within the district. Act as a key liaison for safety and security between the district administration, building/department supervisors, staff, and the community.Ensure the district policies remain compliant with the Safe Schools Act and other new or existing school safety legislation.Collaborate with building administration and law enforcement to supervise, direct the work of, and assist security officers and SROs at each school as needed.Supervise the athletic directors, providing guidance and support in the management of all activity and athletic programs.Ensure compliance with district policies, MSHSAA guidelines and all other relevant regulations, best practices, and safety standards governing athletics and extracurricular programs.Prepare and present reports related to program participation, budget expenditures, and program outcomes to the administration.Oversee and support school administration, athletic staff, volunteers, and parents regarding extra-curricular program developments. Facilitate effective communication and collaboration among all stakeholders involved in extracurricular activities.Assist in the development and management of the budget and salaries for extracurricular activities and athletics, ensuring efficient use of resources.Facilitate the Extra-Curricular Activities Committee to address issues and develop and propose related salary schedules.Serve as Title IX Coordinator for classified staff in assigned departments.Prepare a wide variety of materials for the purpose of documenting activities and issues, meeting compliance requirements, and/or providing supporting materials for requested actions.Conduct performance evaluations on all employees under direct/indirect supervision; establish high performance expectations for all employee groups.Respond to a wide variety of inquiries from staff, district personnel, professional organizations, and the community for the purpose of resolving problems, providing information, and/or referring to appropriate personnel.Ensure compliance with all federal, state, and local laws and regulations, as well as all district policies and procedures. Participate in professional development related to responsibilities, and engage in other methods of staying up-to-date on best practices and legal requirements.Perform other tasks as assigned by the superintendent.ESSENTIAL SKILLS AND ABILITIES:Ability to work and communicate effectively and positively, both orally and in writing, with staff, colleagues, supervisors, various clients and stakeholders.Physical stamina to handle challenging work schedule.Respect for all stakeholders.Ability to exercise sound judgment on sensitive issues.Ability to work effectively with all stakeholders.Strong oral and written communication skills.Knowledge of Missouri and Federal public school laws and policies related to school funding, budgeting, financial management, and school operations.Knowledge and understanding of processes of developing capital improvement plans, bond issues, tax levies, budgeting, and bid processes.Ability to effectively resolve conflict between various stakeholders with diverse backgrounds and needs.Ability to accomplish tasks that are often interrupted by persons with special and/or immediate needs.Ability to read, analyze, and determine an appropriate course of action based on various types of written and verbal information.Possess excellent problem-solving, management, organizational, and interpersonal skills.Ability to effectively and efficiently manage and prioritize projects, create and adhere to timelines, follow through on tasks, and meet deadlines.BASIC REQUIREMENTS:Degree in accounting, business, educational administration, or related field is required; CPA, MBA, or Missouri administrator or superintendent certification preferred.Minimum of 5 years management/administrative experience with increasing levels of responsibility required; 3 years of management/administrative experience in a school setting preferred.Demonstrated experience managing budgets related to a school district or other entity.WORK ENVIRONMENT:The work setting involves performance in an environment with various levels of staff to supervise and the accomplishment of tasks that are often interrupted by persons with special and/or immediate needs. The employee must be able to regularly work non-traditional hours, including evenings and weekends. While performing the duties of this job, the employee is regularly required to stand, walk, sit, talk, hear, and utilize manual dexterity. The employee is occasionally required to reach with hands and arms, to stoop, kneel, crouch, or crawl, and to lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, the ability to adjust focus, and depth perception. The employee must independently transport him/herself to various sites in the District as well as other sites out of the District for various types of meetings and events.
